ORGANISATIONAL CONTEXT AND SCOPE
The Bali Process on People Smuggling, Trafficking in Persons and Related Transnational Crime (Bali Process) is a non-binding and state-driven process involving 49 members (countries and international agencies), including the United Nations High Commissioner for Refugees (UNHCR), the International Labour Organization (ILO), the International Organization for Migration (IOM) and the United Nations Office of Drugs and Crime (UNODC), as well as a number of observer countries and international agencies who participate in this voluntary forum.
The Regional Support Office of The Bali Process (RSO) was established in 2012 to facilitate the operationalization of the Regional Cooperative Framework (RCF) to reduce irregular migration in the Asia and Pacific region. The RSO aims to support and strengthen practical cooperation on refugee protection and international migration, including human trafficking and smuggling, and other components of migration management in the region. The RSO is co-managed by the Australian and Indonesian Governments.

Tasks to be performed under this contract
Under the supervision of the Programme Manager (Transnational Crime and Technology), the Programme Officer (Transnational Crime and Technology) will assist in the RSO’s engagement with key stakeholders, support the implementation of activities within the Transnational Crime and Technology (TCT) workplan, and contribute to the fulfilment of the RSO’s annual workplan.
Deliverables for the Programme Officer will be to:
Support the organisation of meetings, roundtables, report launches, and other events led by the RSO’s TCT Programme. This will include:
Contribute to research, analysis and reporting to support the TCT Programme policy briefs, research publications, grant development, donor reporting and other similar outputs. This will include:
Develop strategic communication materials to support the objectives of the TCT Programme. Including:
Participate in strategic planning processes, including workplan development.
Monitor and evaluate programme implementation, including through:
Develop and maintain relationships with key internal and external stakeholders and represent the RSO professionally and with integrity.
Performance indicators for the evaluation of results
Performance management is a continuous process of improving performance by setting individual and team goals which are aligned to the strategic goals of the organization. The performance management process includes clarifying expectations, setting objectives, providing feedback, reviewing results and developing the knowledge, skills and abilities of staff.
All employees will participate in the RSO’s Performance Management Framework and prepare a Performance and Development Agreement (PDA) with their respective supervisor. The PDA will include their role and responsibilities, performance expectations and a development plan which the employee will be assessed against.
Education
A graduate degree from an accredited academic institution in a relevant field (such as international relations, global studies, security studies or public administration)
Experience
A minimum of 3 years of relevant professional experience is required.
Experience in coordinating and facilitating large, international workshops/conferences is required.
Experienced in supporting the drafting, revision, and publication of research related to international security, trafficking in persons and/or transnational organised crime.
Prior work experience regionally or at the national level within a Bali Process Member State is a strong asset.
Experience in programme planning, monitoring and evaluation is an asset.
Should the Consultant be required to travel by the Organization, the Consultant will be provided with transportation or reimbursed for the cost of their travel following advance agreement and in accordance with IOM’s travel policies, including IN/6. The Consultant will receive a Daily Subsistence Allowance (DSA) according to IOM’s established rates, during their stay in the place of duty while on TDY.

Salary and conditions information:
The successful candidate will be engaged under an IOM contract working for the Regional Support Office and their conditions of service will be governed by their contract. The contract will include annual and sick leave only. The successful candidate is responsible for determining their taxation liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. The successful candidate is responsible for determining their own pension fund arrangements.
The position duty station is Bangkok, Thailand. Relocation assistance and working visa assistance will be provided by the IOM for the successful candidate, if required.
The position requires a minimum 3 days per week office-based work *subject to change*.
