In Mozambique, WFP supports the Ministry of Education and Culture (MEC), in particular the Department of School Health and Cross-Cutting Issues, in consolidating and scaling up the National School Feeding Programme (PRONAE). PRONAE is a home-grown school feeding programme that provides nutritionally diverse meals to primary school students, with food procured locally. It encompasses a comprehensive package of activities, including nutrition education, school gardens, and the promotion of gender equality.
Over the past decades, WFP has played multiple roles in supporting PRONAE, combining the direct implementation of complementary school feeding programmes to expand coverage, capacity strengthening of government institutions at central and decentralized levels, and the provision of dedicated technical assistance to enhance operational guidance, institutional frameworks, and policy.
The technical assistance and capacity strengthening provided at the national level requires strong multi-stakeholder and interdisciplinary coordination, as well as effective management of technical and operational aspects of programme implementation. These efforts contribute to strengthening the sustainability and resilience of government systems, enabling PRONAE to reach more students and their families and communities.
The role of the Consultant is to provide strategic and technical support to WFP and MEC in the implementation of the Technical Assistance framework for school feeding, including multi-stakeholder engagement. The role will contribute to improving programme performance, strengthening systems and processes, and advancing the national school feeding agenda through high-quality analytical, advisory, and coordination support.
Under the supervision of the WFP Head of Nutrition, Resilience and School Feeding (NOC), the Consultant will:
• Lead the coordination, quality assurance, and oversight of external technical assistance services, ensuring timely delivery and high-quality outputs across key thematic areas, including financing strategy, communications and visibility, and monitoring.
• Provide strategic guidance to the Ministry of Education and Culture (MEC) on the design, prioritization, and implementation of technical assistance activities, ensuring coherence with PRONAE and the National School Feeding Strategy objectives.
• Contribute directly to the development of analytical products and strategic outputs, including reports, briefs, and evidence-based materials required under the Technical Assistance framework.
• Manage the design and implementation of key events, workshops, and missions, working closely with government counterparts to ensure alignment with technical assistance priorities and to support implementation during the transition phase.
• Contribute to the strategic positioning of school feeding within the education sector and other sector coordination mechanisms, strengthening visibility, coherence, and alignment with donor priorities.
• Support resource mobilization efforts and reporting for both technical assistance activities and broader school feeding initiatives, including identifying funding opportunities and contributing to donor engagement and proposal development.
• Support the transition towards a more streamlined and efficient operational model for school feeding, including strengthening processes, systems, and governance arrangements.
• Build capacity of WFP national staff, including coaching and on-the-job training, to progressively expand responsibilities towards full programme cycle management.
- WFP&MEC Technical Assistance Framework and the respective Memorandum of Understanding successfully finalized and rolled out.
- External technical assistance services effectively coordinated, with timely and high-quality delivery of outputs across priority areas.
- External consultancy firms and service providers well managed, ensuring alignment with agreed deliverables, timeframe and programme objectives.
- Strategic and analytical outputs (reports, briefs, evidence products) produced to inform decision-making.
- Contributions to resource mobilization and donor engagement, including inputs to proposals and reporting.
- Key events, workshops, and missions successfully delivered in support of technical assistance implementation and transition.
- Strengthened positioning of school feeding within the education sector and relevant coordination platforms.
- Improved efficiency and structure of school feeding operations, supporting a transition to more streamlined processes.

QUALIFICATIONS & EXPERIENCE REQUIRED
University degree in the areas of international relations, economics, social sciences or other relevant areas
Experience:
Five years of post-graduate professional experience, with specific experience working closely with the government, partners on school feeding programmes.
Knowledge & Skills:
Food security
School Feeding and School Health and Nutrition
Experience working with Mozambican national institutions
Experience working in a team environment, involving people of different nationalities and/or cultures.
Excellent reporting skills
Languages:
Fluency in English and Portuguese.
