ORGANIZATIONAL CONTEXT
WFP Mozambique is implementing a strategy that aims to strengthen the climate resilience and economic inclusion of vulnerable communities. This strategy integrates ecosystem-based adaptation, productive safety nets, financial solutions and services, to promote resilient livelihoods and inclusive food systems, in alignment with national programmes and policies.
JOB PURPOSE
The purpose of this assignment is to support the implementation of the above strategy, with a particular focus on resilience building, climate adaptation, livelihoods development, youth economic inclusion, market systems strengthening, and partnerships. The incumbent will support the implementation of ongoing activities under the Youth in Work portfolio and other resilience-focused initiatives, while contributing to programme design, partnership development, resource mobilization, and evidence generation.
Under the overall guidance of the Head of the Resilience Unit and the direct supervision of the Youth in Work portfolio Coordinator, the Programme Policy Officer will ensure that the necessary support is provided for actions to be designed and implemented effectively and efficiently through the following tasks/duties:
1. Provide project management support to Resilience actions (in particular to the Youth in Work portfolio) ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.
2. Review the relevant legal and regulatory frameworks to ensure that programme activities (in particular the Youth in Work portfolio) are planned and implemented in accordance with the relevant legislative frameworks.
3. Provide technical support and assist project cooperating partners in the realization of programme activities (in particular, to the Youth in Work portfolio).
5. Support the design and implementation of livelihoods, economic inclusion, and market systems actions aimed at strengthening the resilience and self-reliance of vulnerable populations, particularly women and youth (in particular, in relation to the Youth In Work portfolio). Provide technical support and assist project cooperating partners in the realization of programme activities (in particular, to the Youth in Work portfolio).
6. Liaise with internal counterparts to ensure effective collaboration.
7. Develop and maintain effective working relationships and coordination with key external counterparts (private sector, GoM, INGOs, UN, etc.).
8. Contribute to the preparation of documents such as progress monitoring reports (e.g., donor reports), activity designs, briefing papers, technical reports, meeting documentation, situation updates, official correspondences, M&E documents, and other documentation as may be required in implementing activities.
9. Support the capacity building of WFP staff, partners and national government on Activity 3 thematic areas (e.g. employment creation in the agriculture sector, establishment of Public-Private-Producers Partnership, etc.).
10. Contribute on the development of new resilience projects, including resource mobilization efforts.
11. Perform other tasks as required.
1. Support successful implementation of Youth In Work activities in line with approved workplans and budget targets.
2. Facilitate and document strategic partnerships with private sector actors, government institutions, and market actors that enhance youth employment and market access opportunities.
3. Develop and implement an action plan to strengthen market linkages for youth-led enterprises and smallholder farmers in project target areas.
4. Deliver at least two capacity-strengthening initiatives for partners, government counterparts, and WFP staff on youth employment, entrepreneurship, market systems, or Public-Private-Producer Partnerships.
5. Contribute to the design or enhancement of livelihoods and economic inclusion interventions targeting youth and women.
6. Lead or contribute substantially to at least one donor report, concept note, funding proposal, or project design document.
7. Develop recommendations for scaling up Youth In Work interventions based on implementation experience, market opportunities, and stakeholder consultations.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
- Has gained experience in implementing technical programs (i.e. climate change, food system, value chains, livelihoods, resilience, value chains, youth economic inclusion, or market systems development. Etc.).
- Has implemented programmes and provided input into designing operations.
- Has provided input into policy discussions and decisions.
- Has experience in liaising with government partners.
QUALIFICATIONS & EXPERIENCE REQUIRED
Education: Advanced Degree in Economics, Agriculture, Agribusiness, Development studies, or other field relevant to international development assistance, or First University Degree with additional two (2) years of related work experience and/or trainings/courses.
Experience: At least one (1) year of postgraduate professional experience
