Organizational Context and Scope
Under the overall supervision of the Chief of Mission and under the direct supervision of the Head of Programme Support Unit , the Programme Support Associate will provide programme support and coordination assistance to IOM Mozambique, based in Maputo, contributing to the effective implementation and oversight of projects across the Country Office portfolio.
The scope of the position includes support to project development, donor reporting, monitoring and evaluation (M&E), and donor liaison, ensuring coherence, quality, and compliance of programme processes in line with IOM standards and donor requirements.
The Programme Support Associate will support the consolidation, organization, and analysis of programme information from field offices and programme units, and contribute to the preparation, review, and tracking of key programme documentation, including concept notes, project proposals, narrative reports, and M&E-related materials, notably through the use of IOM’s project management and reporting platform (PRIMA). The role will facilitate effective coordination and communication between field teams, Maputo-based units, and relevant internal and external counterparts, supporting timely information flow and adherence to internal and donor deadlines.
The position will also contribute to strengthening the quality, consistency, and timeliness of internal and external communication and reporting products, including donor reporting inputs, briefing materials, operational summaries, and programme tracking tools. By reinforcing programme support functions at the Country Office level, the Programme Support Associate will contribute to informed decision-making, accountability, and the continuity of IOM programming across both emergency and non-emergency contexts.
- Support with the development of results-based projects, in close coordination with the Head of PSU and relevant Project Managers, by providing technical inputs, in line with IOM and donor requirements;
- Support with institutional review of proposals, concept notes and reports ensuring alignment to IOM global, regional and country strategies, including supporting and promoting use of Strategic Results Framework (SRF) global results and indicators;
- Support PSU and programmatic units with review of requirements, document programmatic needs, gaps and opportunities;
- Support the operational and administrative aspects of ongoing projects, as well as proposals and concept notes, including through PRIMA;
- Support with project narrative reports in accordance with IOM and donor requirements and in close coordination with involved units and technical experts;
- Maintain up-to-date database of all projects and programmes implemented by IOM Mozambique
- Support knowledge management for IOM Mozambique, by backstopping the collection, curation, peer review and upload of relevant content by different units to the IOM Mozambique SharePoint;
- Support with text editing, proofreading and translation to ensure quality of IOM products and materials;
- Support the training activities for IOM staff on humanitarian systems, internal processes and donor protocols;
- Perform such other duties as may be assigned.
Education
- High school diploma with five years of relevant experience; or,
- Bachelor’s degree in Business Administration or related fields from an accredited institution with three years of relevant professional experience.
Experience
- Proficient in Microsoft Office applications e.g. Word, Excel, PowerPoint, E-mail, Outlook;
- Attention to detail, ability to organize paperwork in a methodical way;
- Discreet, details and clients-oriented, patient and willingness to learn new things; and,
- Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
- Experience with UN operational system is an advantage
Skills
- Acknowledge of international organization and familiarity with the IOM/UN common system or similar systems is an advantage.
Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
For this position, fluency in Portuguese and English is required (oral and written).
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
