Organizational Context and Scope
The Immigration and Border Governance (IBG) Unit at the International Organization for Migration (IOM) Egypt supports relevant Governmental authorities in enhancing their capacities to manage borders efficiently in a coordinated and integrated way. Current and upcoming interventions include extensive capacity building, equipment and infrastructure provision programme for different Ministries including Ministry of Defense, Ministry of Interior, Ministry of Transportation and Ministry of Finance, Ministry of Foreign Affairs, International Cooperation, and Egyptian Expatriates, Ministry of Civil Aviation relevant departments mandated with border management in Egypt on various technical topics, policy support, initiatives related to International Migration Law (IML), rule of law, rights-based border management, Integrated Border Management (IBM), Humanitarian Border Management (HBM), maritime law and SAR (Search and Rescue), countering-cross border crime, development and trade, legal identity (migrant registration, biometrics, travel document standards) and cross border cooperation with neighboring countries in the above domains including implementation of international agreements in support of humane and orderly migration.
Under the overall supervision of the Senior Programme Manager (HBM) and direct supervision of the National Project Officer (IBG), the Project Assistant – Immigration and Border Governance (IBG) will be responsible and accountable for providing technical and administrative support services to the IBG thematic programme in the Arab Republic of Egypt. The role will also support the implementation of IBG-related activities at IOM Egypt in SAR, Integrated Border Management (IBM), border control and trade facilitation and international cooperation activities by carrying out defined support tasks under the guidance of programme officers, in accordance with established IOM procedures, templates and instructions.
- Assist in the implementation and monitoring of relevant Immigration and Border Governance (IBG) project activities.
- Compile and draft documentation including correspondences, documents, memoranda of understanding, cooperation plans, talking points, etc. in the thematic domain of IBG to support preparation of programme materials for review and finalisation by the supervisor.
- Support administrative coordination of project implementation, involving liaison with diverse organisational units and external parties to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, etc.
- Coordinate logistical arrangements and prepare materials for meetings and capacity-building activities for partner government agencies, local partners and other stakeholders, including preparation of presentations and training modules for smooth, well-organised delivery of IBG programme events.
- Provide support with informal translation and interpretation of correspondence and other materials from Arabic into English, and vice-versa to facilitate communication between IOM staffs and national stakeholders.
- Compile and draft inputs for regular project, activity reports and donor narrative reports, under the guidance of the supervisor, to support the accurate and timely submission of programme reporting.
- Respond to general information requests and inquiries. Set up and maintain files/records.
- Perform such other relevant duties as maybe assigned.
Education
- Bachelor’s degree in law, International Law, Maritime Law, Humanitarian Action, Development studies, Security studies, Political Science or a related field from an accredited academic institution with two years of relevant professional experience; or,
- High School diploma with four years of relevant professional experience.
Experience
- Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organisations;
- Experience in supporting IBG (Immigration and Border Governance) projects and programs, capacity to deliver IBG-related trainings/ workshops to Government officials is advantageous;
- Prior work experience with international humanitarian organisations, non-government or government institutions/organisation in a multi-cultural setting is an advantage;
- Basic knowledge of border management concepts, search and rescue, integrated border management or countering cross border crime will be an added advantage;
- Previous experience in support to development of training plans, standard operating procedures and detailed instructions; and,
- Experience in support to donor project management, programmatically nd financially, with IOM or with a UN agency, will be an added advantage.
Skills
- In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; as well as human rights;
- Knowledge of UN and bilateral donor programming and understanding of humanitarian response in support of border management; integrated border management concept, trade and development and an interest in advancing their understanding of this technical area; and,
- Project management;
- Event management;
- Ability to prepare and provide briefings in English and Arabic.
Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
For this position, fluency in English and Arabic is required (oral and written).
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
