Organizational Context and Scope
Assisted Voluntary Return and Reintegration (AVRR) has been a core activity of IOM Türkiye since 2009. The AVRR programme facilitates the orderly and humane return and reintegration of migrants who are unable or unwilling to remain in host or transit countries and wish to return voluntarily to their countries of origin.
Building Türkiye’s legislation and national operations around AVRR has also become a key activity in the country, in partnership with the Presidency of Migration Management (PMM), other relevant authorities, NGOs, and diplomatic missions of the countries of return.
Under the overall supervision of the National Project Officer (Compliance) and the direct supervision of the Senior Project Associate, the incumbent will be responsible for providing support to the AVRR programme activities of the mission.
2. Support in the implementation of IOM projects in the Migrant Protection unit, which can include, but is not limited to, tasks ranging from assistance in organizing workshops, meeting and conferences, and liaison with national counterparts.
3. Report regularly on referrals of potential and actual AVRR beneficiaries well as the assistance provided, including through the case management process and using necessary forms and documentation in accordance with AVRR SoP and IOM standards for assisting AVRR beneficiaries.
4. Retrieve, compile, summarize, analyse, and present information/data on specific project topics.
5. Provide regular feedback on the challenges and progress recorded in realization of activities, on an as-needed basis, on additional needs/gaps in referral protocols and assistance measures for AVRR beneficiaries. Support the project team in conceptualization and development of new ideas and relevant tools and guidelines to support the effective identification, referral and assistance of AVRR beneficiaries in Türkiye.
6. Liaise with relevant partners including PMM, NGOs, etc. to ensure effective partnerships, resource sharing and flow of information (with full respect for the principle of confidentiality), and effective assistance measures in full accordance with national and international standards.
7. Participate in relevant trainings/workshops to learn from and contribute to strengthening capacity of relevant partners in identification, referral and assistance of AVRR beneficiaries.
8. Support the evaluation of the effectiveness of assistance provided to AVRR beneficiaries in Türkiye.
9. Contribute to the development of relevant tools and guidelines to support the effective identification, referral and assistance of AVRR beneficiaries in Türkiye.
10. Ensure effective operational coordination and collaboration with different IOM departments and functions such as Procurement, Finance and Movement Operations etc. for the successful AVRR cases implementation.
11. Perform other duties as may be assigned.
Education
- School diploma with five years of relevant experience; or,
- Bachelor’s degree in a relevant field from an accredited academic institution, with three years of relevant professional experience
- Completion of the learning programmes or specific training relevant to functions of the position is an asset.
Experience
- Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups.
- Willingness and ability to travel.
- Experience working in case management environment.
- Experience in liaising with governmental authorities, other national/ international institutions.
- Experience in the fields of protection, counter-trafficking, child protection, return and reintegration, gender-based violence, and/or humanitarian affairs;
- Experience in community-based protection and assistance services;
Skills
- Ability to organize work, work independently and prioritize work under pressure, coordinate multiple tasks, maintain attention to detail, and coordination with a variety of stakeholders.
- Knowledge and understanding of social work theory and evidence-based practices;
- Understanding of human behaviour and well-being, including coping patterns, emotional resilience, and physical and mental health and well-being.
- Knowledge of the national protection systems, including roles of different actors, and processes for protection, Knowledge and understanding of human rights and rights protection;
- Good inter-personal skills, and the ability to work well with and meet the needs of individuals of different ages, nationalities, genders, and diversities.
- Ability to provide trauma-informed and age, gender, and diversity appropriate care.
- Ability to work with and maintain strict confidentiality, when necessary
- Proven analytical, interpersonal and organizational skills.
Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
For this position, fluency in Turkish, English and French or Spanish is required (oral and written)
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
