Organizational Context and Scope
The RE2CLID – Resilience and Climate-Induced Displacement Programme funded by European Union supports governments, communities and partners in the Lake Tanganyika basin to address climate- and disaster-related displacement through integrated approaches that strengthen preparedness and coordination while advancing community-driven recovery, resilience and longer-term solutions.
Effective project support is essential to ensure high-quality planning, implementation follow-up, monitoring and evaluation, reporting, stakeholder coordination, knowledge generation and institutional learning across programme activities in Kigoma Region. The role requires close collaboration with internal teams, government counterparts, implementing partners and other stakeholders to support evidence-based programming and coherent delivery.
Under the supervision of the MECC/DRR/Durable Solutions project manager and direct supervison of National DRR Officer and in coordination with relevant technical staff, the incumbent will provide programmatic support to RE2CLID interventions in Kigoma, including support to monitoring and evaluation, reporting, programme implementation, strategic partnerships, policy and research, capacity building, learning and knowledge management, as well as the organization of trainings, workshops, consultations and steering committee meetings.
- Assist in the implementation and monitoring of project activities.
- Retrieve, compile, summarise, analyse, and present information/data on specific project topics.
- Monitor budget by verifying availability of funds, obtaining necessary approval and updating budget-related information.
- Act as focal point for administrative coordination of project implementation, involving extensive liaison with diverse organisational units and external parties to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, etc.
- Draft status reports, identify shortfalls, bring them to the attention of the supervisor and suggest remedial actions to address delivery gaps.
- Draft correspondence on project issues; prepare and update reports, briefing notes, graphics, statistical tables, presentation and other forms of documentation.
- Respond to complex information requests and inquiries, set up and maintain files/records, and organise meetings, workshops and training sessions.
- Participate in meetings and conferences to assist in coordinating implementation activities with local authorities, partners, United Nation (UN) agencies, intergovernmental and non-governmental organisations, donors and other stakeholders relevant to the project.
- Assist in monitoring work of Implementing Partners (IP) and report non-compliances to the supervisor.
- Provides guidance/training to new/junior staff.
- Perform such other relevant duties as may be assigned.
Education
- Bachelor’s degree in Environmental Disaster Management, Development Studies, Disaster Risk Reduction, Community Development, Social Sciences, or a related field or a related field from an accredited academic institution with three years of relevant professional experience; or,
- High School diploma with five years of relevant professional experience.
Experience
- Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organisations;
- Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,
- Prior work experience with international humanitarian organisations, non-government or government institutions/organisation in a multi-cultural setting is an advantage.
Skills
- Strong field coordination and liaison skills, with the ability to work effectively with local authorities, community representatives and partners.
- Knowledge of climate action related project design and implementation
- Knowledge of durable solutions and Disaster Risk Management including livelihood and infrastructure interventions
- Knowledge of budget proposal development and budget management
- Strong field coordination and liaison skills, with the ability to work effectively with local authorities, community representatives and partners.
- Experience with quantitative and qualitative data collection.
- Knowledge of survey design and field data collection methodologies.
- Familiarity with tools such as KoboToolbox, ODK, SurveyCTO, CommCare, or similar mobile data collection platforms.
- Data cleaning, validation, and quality assurance skills.
Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
For this position, fluency in English & Kiswahili are required (oral and written).
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
