Organizational Context and Scope
The Displacement Tracking Matrix (DTM) is IOM’s corporate system for collecting, analysing and disseminating data on population mobility and displacement, supporting evidence-based humanitarian response and durable solutions globally.
Based in Berlin, the DTM Operations, Coordination and Support (OCS) team provides operational, technical and methodological support to country missions, working closely with Regional Data Hubs (RDHs) and global partners to ensure the effective and coherent implementation of DTM activities.
Under the overall supervision of the Head of Operations (DTM) and the direct supervision of the Operations and Coordination Officer (DTM), and working under general guidance and regular review, the Project Officer (Displacement Tracking Matrix (DTM)) will be responsible and accountable for providing operational, data management, support to global DTM operations, Country Offices (COs), and coordination with RDHs. The role will contribute inputs, field perspective and research to the DTM OCS team's methodological and coordination products, and support the team's engagement with internal and external partners, including governments and inter-agency initiatives, at the direction of senior officers.
- Deliver operational and data-management support to DTM project development, training coordination, programme set-up and monitoring, contributing to the timely and consistent implementation of country-level DTM operations.
- Contribute research findings and technical inputs to OCS team’s development of global DTM guidance, frameworks, and methodological documentation to strengthen consistency of DTM programming standards across COs.
- Coordinate the design input, logistics and facilitation of DTM training programmes for internal and external participants to enable effective knowledge transfer and consistent application of DTM methodologies in the field.
- Provide methodological inputs and quality assurance checks for the design and roll-out of DTM sampling approaches, in coordination with COs and technical stakeholders to strengthen the reliability of DTM data products.
- Assist in planning, tool development, and quality assurance for household needs assessments under senior guidance to produce accurate and timely assessment reporting.
- Compile and analyse DTM data and operational practices across regions, feeding into the OCS team's efforts to advance regional convergence of DTM data collection and use, in close coordination with relevant IOM Departments and Units.
- Research and document emerging practices and value-added processes in relation to DTM field operations, proposing recommendations to the supervisor to enhance effectiveness and quality of DTM implementation.
- Document and evaluate DTM projects, processes and lessons learned, compiling findings into knowledge products that inform continuous improvement of DTM operations.
- Participate in technical meetings, workshops, and working groups as necessary in relation to DTM programming, alongside and at the direction of senior DTM officers, conveying operational updates and field perspectives.
- Undertake duty travels to COs to assist in setting up systems for data and information management activities including data collection processes, to strengthen local capacity for DTM implementation.
Education
- Master’s degree in Geography, Computer, Social and/or Political Science or a related field from an accredited academic institution with two years of relevant professional experience; or,
Experience
- Experience in humanitarian operations, displacement, data/information management, research, assessments, or related areas, preferably within a migration, humanitarian, or development context;
- Experience supporting DTM or comparable mobility, displacement, needs assessment or information management systems is required;
- Experience contributing to project development, programme design, training delivery, operational guidance, monitoring, documentation of lessons learned, or development of methodological and operational standards;
- Experience liaising and coordinating with government counterparts, UN agencies, international organizations, NGOs, or other relevant stakeholders in humanitarian or development settings.
- Previous field experience, including in emergency or complex operational environments, is desirable; and,

For this position, fluency in English is required (oral and written).
Working knowledge of French and another official UN language (Arabic, Chinese, Russian and Spanish) is an advantage.
