Organizational Context and Scope
Under the Peace, Recovery and Solutions Division (PRSD), IOM Iraq implements an integrated Rehabilitation, Reconciliation, and Reintegration (RRR) and durable solution approach to support internally displaced persons (IDPs) and returnees in achieving safe, dignified, and sustainable solutions. PRSD seeks to expand its durable solution, social cohesion and tribal engagement portfolio; case management; Information, Counseling and Referral Services (ICRS); and reconciliation, community-based dialogue, rehabilitation, and reintegration efforts, as well as Preventing Violent Extremism (PVE) and other related initiatives and activities. Through context-specific and individualized interventions, IOM aims to contribute to sustainable reintegration outcomes while consistently upholding the principles of do no harm and conflict sensitivity.
Under the overall supervision of the Head, Peace, Recovery and Solutions Division (PRSD) and direct supervision of Programme Officer (Return and Reintegration), the Project Officer (Rehabilitation, Reconciliation, and Reintegration (RRR) Operations) will be responsible and accountable for planning, coordinating, implementing, and monitoring the activities of DS and RRR in Iraq in their area of responsibility. With regular travel to IOM project sites, they will play a critical role in liaison with local authorities and communities, mentoring IOM field staff, and monitoring project activities to recommend adjustments and course correction when needed.
- Support the overall implementation of Durable Solution (DS) and Rehabilitation, Reconciliation, and Reintegration (RRR) initiatives and Projects, including the oversight of the financial, administrative and technical aspects, in line with IOM’s policies and procedures, as well as donor requirements.
Provide operational guidance, and technical supervision to DS and RRR staff across Iraq, assisting on programmatic planning and implementation. Monitor projects progress specifically aimed at increasing effectiveness and recommending appropriate action.
- Monitor the progress against the project’s strategic objectives, benchmarks, and provide recommendations with respect to improvements and corrections; monitor the internal reporting tools in close coordination with Monitoring and Evaluation (M&E) and Information Management (IM) team.
- Identify the priorities arose during the implementation of the Programme and contribute to the development of the new projects under the Programme and activities based on solid results framework and in response to emerging trends, priorities and analysing the local context in area of returns for new project proposals, as well as donor interests and requirements.
- Plan, develop, organize and deliver capacity building activities to build capacity of staff, partners, government officials, and other humanitarian actors.
- Coordinate the recruitment of staff and consultants in close coordination with Programme Officer (Return and Reintegration) and the Resource Management Unit. Train and mentor field staff and assist management to ensure that responsibilities are carried out according to do-no-harm principles.
Monitor the compliance with project partners, project staff and implementing entities. Liaise with Government entities, Implementing Partners (IP), United Nations (UN) agencies and other stakeholders in the Project.
Support building synergies within the different thematic teams within the DS and RRR portfolio and with other active programmes in Iraq, in order to synchronise all the activities carried out across different service areas.
Pro-actively offer suggestions to program management regarding improvements in program operations and procedures and initiate such improvements as requested.
- Coordinate with other units and departments within IOM Iraq for a smooth implementation of all project activities.
- Contribute to adequate information management on project related activities including visibility by providing regular updates, summaries, press releases and other relevant materials, in coordination with Media Communications Unit (MCU) and relevant thematic team.
- Coordinate the development, dissemination and regular update of assessment and monitoring tools. Draft Standard Operating Procedures (SOPs) for Programme activities, if required.
- Produce quality progress Financial, Narrative, and other reports related to the Project activities. Support the elaboration and dissemination of reports in compliance with donor and IOM requirements.
Undertake duty travel as required to monitor and support the implementation of different projects and activities under the portfolio.

Education
- Master’s degree in Law, International Relations, Political or Social Sciences, International Development, International Relations, or a related field from an accredited academic institution with two years of relevant professional experience; or,
- University degree in the above fields with four years of relevant professional experience.
Experience
- Experience in programme management, implementation and project development;
- Experience in coordination of various projects under the programme to ensure maximum outputs;
- Experience in liaising with government authorities and other national/international institutions;
- Experience in emergency settings with in-depth knowledge of IOM/UN programme/project life cycles;
- Experience with UN and International Agencies, international or local Non-Governmental Organizations (NGOs) preferred; and,
Skills
- Knowledge of UN/IOM’s regulations, policies and procedures;
- Knowledge of project budgeting and financial management;
- Knowledge and experience in working with PRIMA is an advantage;
- Sound writing, communication and negotiation skills; and,
Languages
For this position, fluency in English is required (oral and written).
Working knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
