Under the direct supervision of the project manager and general supervision of the Chief, Sustainable Socioeconomic Transformation Section, the individual contractor will perform the following duties: conduct literature and other background research to facilitate preparation of national knowledge products in 5 countries, in particular Cambodia, Sri Lanka and Thailand, and support the preparation of regional knowledge products collate case studies on social protection and climate change in the region
support data analysis and prepare household data sets for analysis for tools to be developed under the project support outreach, communication, and stakeholder engagement activities coordinate logistical and substantive preparations for national consultations, CRISP Regional Partners Meeting, and the ninth Committee on Social Development facilitate the organization of national and regional consultations and workshops support the preparation of meeting documentation and communication materials maintain project stakeholder databases liaise with national and regional counterparts
support communication and messaging of project achievements and deliverables and provide other ad hoc support to facilitate the implementation of the project.

Duties and Responsibilities
There is emerging acknowledgement of the role of social protection to strengthen climate resilience in climate change and Agenda 2030 related intergovernmental processes. ESCAP member States adopted a Decision at the eighth session of the Committee on Social Development that underscored the need to strengthen national capacity on social protection and to foster more resilient societies and promote a just transition to a sustainable future (ESCAP/CSD(8)/6). This project will pioneer action in this emerging area for the Asia-Pacific region.
It will build capacity of five beneficiary countries (Cambodia, Fiji, Indonesia, Sri Lanka and Thailand) that have engaged, or will engage, with ESCAP in the implementation of the Action Plan. It will engage five additional countries (China, Mongolia, Pakistan, Philippines and Vietnam) to share findings and build knowledge as part of ESCAP’s capacity development efforts through the Action Plan. It adopts a three-pronged approach to
a) Identify: increase capacity to identify social protection measures to buffer against the impact of climate change events and policies on people and increase resilience of groups left furthest behind
b) Quantify: build national capacity to quantify impact of climate change events and policies on people and identify furthest behind groups and
c) Collaborate: enhance regional cooperation to promote social protection measures that mitigate against negative impact of climate change events and policies and increase resilience of groups left furthest behind. ESCAP will recruit an Individual Contractor to support SETS in the implementation of the project, particularly in coordinating the logistical preparations for the upcoming national consultations and CRISP Regional Partners Meeting, supporting the finalization of CRISP studies and related knowledge products, and undertaking other related tasks as required. These may include drafting outreach communications, preparing communication and advocacy materials, and supporting stakeholder engagement activities.
Qualifications/special skills
Bachelor’s degree in economics, social development, social administration or labour studies. Proficiency with statistical software programmes such as Stata or R for data analysis is required. Academic or professional experience on social protection required. Previous research experience, especially with international organizations, is desirable. Demonstrated experience in research, data analysis and coordination are required. Experience working in international organisation is desirable.
Languages
Excellent speaking and drafting skills in English are required.
