Organizational Context and Scope
Under the overall supervision of the Chief of Mission and direct supervision of the WASH Programme Manager, the National WASH Officer will provide support in the implementation and monitoring of WASH project activities in Northern Mozambique including Cabo Delgado, Nampula, Niassa Province and other parts of the Mozambique when needed.
- Prepare and/or review technical specifications, bill of quantities (BoQ), drawings of the WASH infrastructure planned to be implemented as necessary in order to contribute to the quality of the output and alignment to international and national standards and donor requirements.
- Help ensure that all the WASH projects meet their intended scope, time, quality and budget. Notify in a timely manner of any change request pertinent and inform of any delay or workaround required for timely completion of activities.
- Manage inventory of WASH supplies and asset movements in close collaboration with warehouse team, field team and service provider
- Support preparing MoUs/contracts with service providers and implementing partners.
- Work closely with the administrative units of IOM to faciliate adequate contracts management; close out procedures and final payments to the contractors.
- Provide guidance and monitor implementing partners and service providers activities to ensure quality standards.
- Plan, implement and monitor procurement and ensuring that the resources are properly utilizing effectively to provide services to the beneficiaries.
- Actively liaise with the WASH Cluster; other WASH agencies, government authorities / entities and any other relevant stakeholder to ensure that IOM WASH activities are coordinated to avoid duplication, violation of national regulations or contravention of operational agreements set by the humanitarian community at the country level. Verify that all relevant permits and authorizations have been obtained from the local authorities to maintain project stability and good relations with the local government.
- In coordination with the Programme Manager/Project Officer (WASH), ensure that any needed operational approval or authorization are obtained
- Assist in resource mobilization for WASH by identifying funding opportunities in general and budgeting.
- Coordinate field visits by WASH staff members for logistics and administrative issues.
- Contribute integrate cross-cutting issues in the WASH programming such as GBV, Accountability to Affected Populations (AAP), Environment and other cross cutting issues of relevance.
- Participate other activities related to the project as deemed by management and represent WASH unit in close collaboration and coordination with other WASH staff members.

Education
- Bachelor’s degree or higher in Civil/Water/Sanitation Engineering or related discipline with a minimum two years of relevant professional experience in a reputed organization in Mozambique.
Experience
- Experience in engineering design (sanitary and water supply) and consulting work will be an advantage.
- Experience in monitoring and supervision of WASH projects (or relevant CCCM/HEALTH activities).
- Flexible to work in the field to supervise the contractor and in the office to prepare cost estimates, Bill of Quantities (BoQ), technical specifications, schedules, and other tender documents.
- Experience with MS Office suite software (Word, Excel, Project, etc).
- Experience in the design and implementation of WASH infrastructure, including contract management
- Experienced in use computer-aided design (CAD) technology and design software (AutoCAD, MS Office, etc.) as well as surveying instruments (level, total station, etc.)
- Knoledge of mapping devices (GPS) and related software (ArcGIS,QGIS, etc.) would be an advangtage.
- Knowledgeable in Mozambican National Building Standards and Water and Sanitatio regulations at national and district level and related local/international standards and specifications.
Skills
- Knowledge of local context in target project areas (i.e., Northern Region of Mozambique).
- Excellent Monitoring and Evaluation (M&E) Skills; Managerial Skills; Organizational Skills
- Knowledge of financial rules and regulations in the Mozambican context.
Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
For this position, Fluency in English & Portuguese is required (oral and written) any other northern Mozambican languages are an asset.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
