Organizational Context and Scope
IOM in CAR is expanding its operational scope to meet growing challenges with a comprehensive, multi-sectoral response, including
Under the overall supervision of the Chief of Mission, and the direct supervision of the Head of Project Support Unit the Reporting Officer will provide technical leadership on donor and institutional reporting, with a strong focus on compliance and performance reporting, ensuring accuracy, timeliness, and results-based accountability in a volatile operating environment.
Coordinate the elaboration and compilation of the Mission’s donor reports, ensuring compliance with donor requirements and IOM policies and procedures. In particular, lead the preparation of project reports, in accordance with donor reporting templates and guidance.
Coordinate inputs from IOM Project Managers, M&E staff, and Administrative/Finance units to ensure coherence between narrative and financial reporting.
Ensure compliance with IOM reporting policies, standards and processes. Ensure smooth processing, review and endorsement by the relevant reviewers, including the Regional Office in Dakar, Global Offices and HQ.
Ensure timely submission of donor reports, in line with specific internal requirements and procedures, and keep records of reporting packages in IOM files and corporate systems.
Monitor the Mission’s reporting calendars and deliverables, flag risks of implementation delays, late reporting or non-compliance, and support corrective actions.
Consolidate programmatic evidence, success stories, and lessons learned for donor engagement and internal learning.
Support IOM Project Managers in effective use of the relevant software application as a reporting and knowledge management tool and means to capture project data, lessons learnt and good practices.
Share knowledge created through multiple means including ensuring accurate, updated and pertinent records of all correspondences and reporting files, and other related information in relevant software applications.
In coordination with the RO, provide capacity building and training on IOM reporting to IOM staff.
Perform such other duties as may be assigned.
Education
Master’s degree in International Relations, International Development, Political or Social Sciences, Migration Studies, Law, or a related field from an accredited academic institution with two years of relevant professional experience; or,
Experience
Experience in supporting results-based project development and reporting, technical writing and editing, preferably in the international development/humanitarian sector; and
Skills
Good communication, writing and organizational skills; ability to prepare clear and concise reports;
Basic knowledge of monitoring and evaluation concepts, approaches, and methodologies;
Confirmed experience in donor report writing in humanitarian and/or development settings;
Experience with Results-Based Management approach and other strategic planning approaches;
Strong analytical and planning skills; capacity to establish working relationships with governmental authorities, national and international institutions, and Non-Governmental Organizations;
Capacity to supervise and train support staff; ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds;
Ability to work with accuracy under constraints and pressure; high sense of confidentiality, initiative, and good judgment;
Personal commitment, efficiency, flexibility, drive for results, creative thinking; and,
Good level of computer literacy, including database applications.
Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, and Spanish).
For this position, fluency in English and French is required (oral and written).
Working knowledge of another official UN language (Arabic, Chinese, Russian, and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
