Organizational Context and Scope
Under the overall supervision of the Deputy Chief of Mission (DCOM) and the direct supervision of the Monitoring and Reporting Officer, and in close coordination with programme staff in Iraq, support staff, and field office staff, the Senior AAP Associate will be responsible for supporting the Monitoring and Evaluation Officer in activities related to Accountability to Affected People (AAP), as well as reporting requirements.
- Support the M&E Officer in planning, developing, organizing, and delivering capacity-building training to IOM staff and partners on mainstreaming Accountability to Affected People (AAP), including the Community Feedback Mechanism (CFM), Community-Based Complaints Mechanism (CBCM), and Communication with Communities (CwC) throughout the programme cycle, in line with the IASC and IOM Accountability Frameworks and humanitarian principles.
In coordination with the field M&E team, participare in regular AAP needs assessments; review and provide suggestions to strengthen the Mission’s Community Feedback Mechanism (CFM); identify opportunities to enhance two-way communication with crisis-affected communities; and develop recommendations to improve accessibility, responsiveness, and context appropriateness of feedback and complain channels.
Lead the implementation and continuous improvement of the Mission-wide CFM, including the hotline service, and ensure feedback and complaints are properly recorded in the CFM database, tracked, and responded to in a timely manner.
- In coordination with the M&E Information Management Associate, support the updating of the CFM dashboard; analyse and disseminate summarized CFM reports; and draft recommendations to strengthen internal controls and improve programme quality and effectiveness.
Keep abreast of developments related to IOM’s AAP Framework, guidelines, standards, tools, and institutional requirements, including sharing relevant updates through the global CFM Connect platform.
Facilitate the integration of AAP considerations and assessments into monitoring activities, needs assessments, surveys, and evaluation exercises.
- Participate in safeguarding training initiatives and ensure that call centre staff receive regular refresher training on PSEA, AAP, and other initiatives.
Contribute to efforts to improve the effectiveness of internal referral pathways by reviewing existing referral flows and identifying gaps and bottlenecks, regularly updating and standardizing them.
Coordinate the compilation, verification, and reporting of AAP-related information for donor reports, internal updates, and information products; liaise with the Media and Communications Unit on the design, dissemination, documentation, and publication of materials; and coordinate their dissemination and documentation.
Coordinate with the Mission’s Information Management Systems (IMS) team to define functional requirements for the CFM database structure; identify opportunities for system enhancements and coordinate the incorporation and testing of agreed changes and communicate them to programme teams.
Facilitate the integration of AAP findings and community feedback into learning workshops, project review meetings, evaluation validation exercises, and communities of practice; and document and share lessons learned and best practices across IOM and partner networks.
Coordinate the operational functioning of the Call Centre; monitor service capacity, staff performance, and quality against established standards; identify workflow and referral challenges, and initiate corrective measures in consultation with relevant colleagues.
- Coordinate with procurement and administrative staff to regularly monitor and follow up on the timely payment of Call Centre service fees, ensuring minimal service interruptions.Perform such other duties as may be assigned.
Education
- Bachelor degree in anthropology, law, development studies, political or social sciences or a related field from an accredited academic institution and five years of practical experience in the field and certificate in AAP; or
School Diploma in the above fields with seven years of relevant professional experience.
Experience
- Substantial experience in the design and implementation of AAP Frameworks and workplans, monitoring and/or evaluation;
- Proven experience in the management of CFM teams and operations;
- Proven experience in the implementation of AAP capacity-building activities with staff and implementing partners;
- Proven experience in data collection tool preparation, data collection, analysis and reporting in a humanitarian or development context;
- Familiarity with data protection principles and exercises.
Skills
- Strong reporting, writing and research skills, preferably related to M&E and AAP;
Excellent communication and analytical skills;
- Demonstrated knowledge of development of data collection tools, their administration and evaluation techniques and practices; a
Strong interpersonal and teamwork skills; and,
- Proven ability to establish and maintain effective working relationships with people of diverse cultural and national backgrounds.
- Expert knowledge of MS office and advanced statistical skills including knowledge of database management, statistical and project management software is a strong advantage;
- Knowledge and understanding of the migration issues, return and reintegration in the region is an advantage.
Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
