Organizational Context and Scope

Under the general guidance of the Head, Mobility Pathways and Inclusion Division, and the direct supervision of the Protection Coordinator, the incumbent will be responsible for providing administrative and financial management support to various programs within the MPI division.

Act as the unit’s primary focal point for the organization of conferences, trainings, workshops, and events, working closely with logistics and finance to ensure that programme requirements are met.

Coordinate and follow up on IOM and third-party contracts, working closely with IOM HR and Stars Orbit colleagues, and coordinate and monitor the accurate and timely payment of consultants.

  • In coordination with the RMO, support the Head of MPI in monitoring the financial aspects of all MPI projects, including overseeing expenditure, fund availability, and cash flow management.

Organize and keep project files and documents in an established filing system and online platforms, ensuring data protection principles are met.

Collaborate with the Supply Chain Unit to assess the impact of price changes on the overall procurement process. Determine how the price changes may affect budgets, delivery timelines, and other logistical considerations, and inform the Head of Division for future planning.

Ensure coordination with Procurement and Logistics department regarding the validity of lease agreements required for the Unit’s running of activities in the field.

  • Support the MPI Project Officers in forecasting cash flows based on project activities and ensure financial expenditures and records adhere to donor agreements.

Identify bottlenecks in project implementation and work with the Head of MPI Divison, Protection Coordinators, MPI Project Officers, IOM support units, and relevant Heads of Sub-Office to identify viable solutions.

  • Monitor and track projectization for MPI staff and operations. Track commitments, precommitments, and expenditures to ensure operations align with the project budget.
  • Support and guide program staff in the procurement, transportation, and facilitating access in all regions of the country. Collaborate with the Liaison and security team to address any access issues.

Ensure information sharing, coordination, and communication within the team and with other teams and management.

Perform such other duties as may be assigned.

Education

  • Bachelor’s degree in a related field from an accredited academic institution with 5 years of relevant professional experience.
  • Completed a High School degree from an accredited academic institution with 7 years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Previous experiences in logistics and administration, and/or protection programming is an advantage.
  • Experience in communicating and working with a wide range of actors, including people of culturally diverse backgrounds, government and authorities, humanitarian actors (UN agencies and NGOs).
  • Computer literacy and skills with specific proficiency in Microsoft applications.
  • Detail-oriented, reliable, efficient, high level of professionalism, organizational skills and ability to work under pressure and adhere to strict deadlines.
  • Good analytical skills, strong eye for detail and accuracy.

  • Work prioritization and ability to multitask under tight deadlines.
  • Strong organizational and administrative skills.
  • Ability to work well in a team environment as well as independently.
  • Good written and oral communication skills, effective in representation and liaison with external parties (required).

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, fluency in English, Kurdish, and Arabic is required (oral and written).
