Organizational Context and Scope
Under the administrative supervision of the Chief (GSSC), Finance Hub and the technical supervision of the Senior Movement Operations Manager (RMM HQ), the incumbent will be responsible and accountable for providing global functional leadership, and operational coordination and technical oversight of the Global Movement Systems Support Unit in GSSC, ensuring consistency, compliance and effective governance of movement systems and related financial workflows.
Systems, Business Processes, and ERP Integration
2. Act as the functional focal point for the integration of movement systems with WAVE ERP, supporting alignment between RMM operational workflows and procedural requirements with ERP functionalities, including AIS processes and data flows, in close coordination with GSSC Finance for all accounting and financial functions, RMM HQ/Senior Movement Operations Manager and ICT Business Transformation teams.
3. Review, analyse, and propose RMM-specific functional adjustments to movement-related business processes to enhance automation, data integrity, auditability, and segregation of duties within operational systems and ERP workflows, while coordinating with ICT Business Transformation and GSSC Finance on any changes affecting ERP accounting controls.
Airline Invoice Settlement (AIS), Financial Oversight, and Risk Management
5. Support operational risk monitoring mechanisms related to airline invoicing, through close coordination with Treasury, GSSC Financial Management, and business transformation and ATOMS development teams, contributing to control implementation, process alignment, and trend analysis. This support is provided from an RMM operational and systems perspective, while financial compliance authority and risk ownership remain with GSSC Finance/Treasury. Coordinate the timely resolution of invoice discrepancies in adherence to payment deadlines, refunds, fare differences, and credit notes, escalating operational or data-quality issues to GSSC Finance and Treasury for financial risk assessment and action, in line with established financial authority structures.
6. Prepare GMSS-related reporting and analytics, including dashboards, management reports, and audit documentation for RMM HQ, GSSC, donors, and senior stakeholders, supporting oversight, compliance, and decision-making.
Application Administration, Data Quality, and Reporting
8. Coordinate and validate system testing, system releases, enhancements, and integrations, including WAVE-related developments, providing functional feedback to developers and business owners.
9. Establish and maintain a comprehensive institutional knowledge management framework, including SOPs, user guides, training materials, and system documentation, with a focus on ERP-integrated workflows, compliance standards, and operational consistency related to AIS function and GMMS at large.
Data Governance, Supervision, and Change Management
11. Provide managerial oversight of the AIS, DMS, and MSS sections in Manila, providing technical guidance, performance management, and quality assurance to ensure timely, accurate, and compliant service delivery.
12. Coordinate with country offices to support RMM HQ in arranging and facilitating trainings, webinars, and other learning initiatives, ensuring staff are provided with comprehensive assistance in utilizing relevant RMM tools and systems.
13. Support and coordinate change-management strategies related to movement systems workflow, capacity-building initiatives, global trainings and webinars, and system adoption strategies, ensuring effective utilization of RMM tools and alignment with evolving ERP and business transformation initiatives in close coordination with RMM HQ and relevant stakeholders.
14. Undertake duty travel as required to provide functional oversight to system implementation, operations, capacity building, and stakeholder engagement.
15. Perform such other duties as may be assigned.
Education
- Master’s degree from an accredited academic institution in Information Systems, Computer Science, Statistics, Business Administration, Finance, Social Sciences, or a related field with seven years of relevant professional experience; or,
- Bachelor’s degree with nine years of relevant professional experience.
Experience
- Minimum of seven years of progressively responsible professional experience in systems support, business process management, or operational data environments, including experience supervising staff or coordinating teams;
- Proven experience in movement operations, including exposure to end-to-end movement workflows, operational planning, coordination with missions and service providers, and the application of movement-related SOPs and reporting standards;
- Demonstrated understanding of the interaction between movement operations, operational systems, and financial processes, particularly in environments involving airline bookings, invoicing, settlements, and compliance;
- Mimosa proficiency, including proven record serving as Mimosa super user;
- Demonstrated experience in the implementation, and governance of business applications and data systems, including the development of procedures for data collection, validation, processing, analysis, and reporting; and,
- Proven experience working with financial or ERP-enabled workflows, including exposure to airline invoicing, settlements, accruals, or accounting-related processes in an operational context.
Skills
- Proficiency in Mimosa and other RMM proprietary tools. Strong ability to coordinate and translate business requirements into functional system solutions, particularly in complex, multi-system environments;
- Sound understanding of airline invoicing processes, fare construction, and compliance frameworks;
- Excellent analytical skills, including proficiency in statistical and reporting tools and the ability to interpret and present operational and financial data clearly;
- Strong communication, coordination, and stakeholder-management skills in an international or multicultural environment; and,
- Familiarity with ERP platforms (e.g. WAVE or equivalent), Power BI, and UN or international organization operational and financial frameworks.
Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
At least a working knowledge of another language (including one of the six official UN languages, and/or a language that may be widely spoken in the country context) is desirable.
For this position, fluency in English is required (oral and written).
Working knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
