Organizational Context and Scope
The Global Fund Middle East Response (MER) is to provide essential HIV, TB and Malaria services to key and vulnerable populations including refugees, Internally Displaced Persons (IDPs), women, children, other conflict affected populations in Syria, Yemen, Lebanon, Iraq and Jordan.
Under the general supervision of Senior Regional Project Coordinator, the direct supervision of the Admin and Finance Officer (GF MER PMU) and coordinating closely with IOM Missions in the grant, the staff member will perform the following functions:
- Provide procedural guidance to managers and staff. Supervise, guide and train other finance support staff.
- Manage financial resources through monitoring and controlling assets, reserves, funds, supplies, etc. in accordance with IOM rules and regulations.
- Provide specialized advice and support to Project Managers (PM) and/or Chief of Missions (CoM)/Head of Office (HoO)/Head of Sub-office (HoSo) on financial and administrative matters.
- Provide specialized support preparing annual budget submission and revisions including estimating the cost of staff as well as rental and utilities, office equipment and supplies, printing, and other contracts, services or running expenses.
- Assist in monitoring compliance with financial policies, procedures, rules and regulations.
- Consolidate data into financial statements and assist in monitoring expenditures to ensure they remain within authorized levels.
- Provide regular and ad hoc financial information to support informed financial decision making.
- Assist monitoring that bank reconciliations for IOM accounts are regularly performed and reviewed by designated stakeholders.
- Manage and prepare the payroll by executing validity checks on monthly payroll results.
- Ensure that disbursements are made based on proper authorizations and supported by legitimate and sufficient documentation.
- Review the status and monitor the proper maintenance of Vendor Accounts in accounting system.
- Verify vendor claims for accuracy and conformance with IOM finance policies and instructions.
- Assist in the preparation of budget, accounting, financial, statistical reports and other reports as required.
- Perform such other relevant duties as may be assigned.
Education
- High School diploma with six years of relevant experience.
Experience
- Proficient in Microsoft Office applications e.g. Word, Excel, PowerPoint, E-mail, Outlook; previous experience in SAP is a distinct advantage;
- Attention to detail, ability to organize paperwork in a methodical way;
- Discreet, details and clients-oriented, patient and willingness to learn new things; and,
- Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage
Skills
- Knowledge of publicly recognized accounting systems (Oracle- WAVE, ATLAS, SAP , etc.), software and procedures are a distinct advantage.
High level of computer literacy is required computerized accounting systems. Good knowledge of MS office, specifically EXCEL
Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
For this position, fluency in English is required (oral and written).
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
