The Digital Knowledge Hub Department is responsible for providing best practices and information to support the public policy decisions of ITU Member States. This department provides a platform for the members, as well as for external entities such as researchers, the private sector and other development agencies, to obtain critical information on digital trends, information society developments and digital skills. In addition to consolidating ITU's position as the recognized global source for regulatory information and ICT data, this department is responsible for the work of ITU-D Study Groups. Finally, this department provides capacity and digital skills building programmes.
TERMS OF REFERENCE
Depending on the area of expertise, the consultant will:
Carry-out research (desktop and interviews) and detailed analysis on topical policy, regulatory and market trends covering all aspects of the digital economy and society.
Assess digital transformation readiness of countries and regions using ITU products and tools.
Prepare evidence-based digital policy, regulatory and economic high-level briefs.
Draft articles, country reviews and comprehensive reports with recommendations on thematic digital/ICT policy, market, and regulatory issues to foster universal meaningful connectivity and sustainable digital transformation.
Develop and review national and regional ICT/digital strategies, policies and regulatory frameworks providing practical guidance (checklist, roadmaps, and other tools) to policy makers and regulators.
Develop training materials for instructor-led and self-paced training sessions on digital policy and regulation issues (including a syllabus card, presentations (slides with notes), questions for quiz with answers/explanation).
CONCRETE DELIVERABLES
Concrete deliverables will depend on the area of intervention of the consultant (Digital policy, regulatory and market trends).
Develop detailed analysis on policy, regulatory and market trends.
Contribute to the creation of topical digital policy, regulatory and market content.
Contribute to the assessment and development of digital policy and regulatory country reviews.
Contribute to the creation of training materials on digital policy and regulation.
COMPETENCIES
Very good knowledge of the telecom/ICT environment and digital ecosystem.
Extensive experience in ICT policy, regulatory and market analysis.
Ability to develop training content and deliver training.
Excellent ability to coordinate activities and communicate.
Excellent editing skills and ability to produce high quality reports and documentation in English.
QUALIFICATIONS REQUIRED
Education: University degree in telecommunication/ICTs, law, economics, public affairs and international relations, international development, management, engineering, political or social sciences or a related field. An advanced degree would be an advantage.
Experience: At least five (5) years of progressively responsible experience in the above fields.
Languages: Knowledge of English or French or Spanish at advanced level.
REMUNERATION INFORMATION
Salary to be defined according to the work experience of the consultant (5 to 6 years of experience: US$ 230 to 360 / above 7 years of experience: US$ 280 to 430).
