Organizational Context and Scope
Under the overall supervision of the Monitoring and Evaluation Officer and direct supervision of the national Monitoring and Evaluation Officer, and in close coordination with the programme staff, support staff and field office staff, the Senior M&E Associate will be responsible for supporting the implementation of monitoring activities, data collection tool preparation, data collection activities across the mission, drafting monitoring and internal survey results, build capacity of enumerators and assist in Suring data verification and quality check.
Support the coordination of mission‑wide data collection and field monitoring activities, ensuring alignment with approved project documents, Results Monitoring Frameworks (RMFs), donor requirements, and IOM monitoring standards.
- Contribute to the implementation of monitoring plans, including RMFs, indicator tracking tools, roles and responsibilities matrices, and data collection plans, in line with IOM Results‑Based Management (RBM) principles.
- Support systematic tracking and analysis of project progress against donor committed and SRF indicators and targets, applying established sound monitoring methodologies to assess outputs and outcomes and to inform evidence‑based programmatic decision‑making.
- Assist in the refinement, and standardization of monitoring tools, data collection methodologies, and technical guidance, in compliance with project documents, donor frameworks, and IOM M&E guidelines.
- Support data collection, collation, validation, storage, and reporting processes, including beneficiary feedback and accountability data, verifying data quality, integrity, accuracy, confidentiality, and audit‑worthiness. Proactively flag data gaps, inconsistencies, and potential risks to the supervisor.
Perform timely entry, management, and basic analysis of monitoring data in relevant systems and databases, supporting effective data use for programme oversight, adaptive management, and reporting.
- Support the planning and implementation of baseline, post distribution/assistance monitoring surveys, mid‑term, and endline studies, including preparation drafting assessment and survey reports, data collection tools, and facilitate documentation and share relevant lessons from field monitoring, and contribute to evaluation processes as required.
- Provide ongoing technical support, coaching, and on‑the‑job capacity building to IOM staff and implementing partners on monitoring tools, data collection methodologies, data quality assurance, and good M&E practices.
- Contribute to the documentation of lessons learned, best practices, and knowledge products, supporting institutional learning, accountability, and continuous improvement across programmes and geographic areas.
- Support the integration and monitoring of IOM’s Accountability to Affected Populations (AAP) commitments, ensuring feedback and complaint mechanisms are functional, monitored, and that affected population perspectives are systematically reflected in programme implementation and learning.
- Facilitate regular coordination and follow‑up meetings with programme units and relevant divisions, contributing to progress tracking, information sharing, issue escalation, and alignment between monitoring findings and programme implementation.
Comply with IOM’s Code of Conduct, Project Handbook, M&E Guidelines, AAP Framework, and other relevant organizational policies throughout all monitoring and data‑related activities.
- Perform any other duties as may be assigned by the supervisor in support of mission‑wide MEAL priorities.
Education
- University degree in monitoring and evaluation, statistics, antropology, law, development studies, political or social sciences or a related field from an accredited academic institution and five years of practical experience in the field; or
Completed High School degree with seven years of relevant professional experience in the development and implementation of M&E and AAP frameworks
Experience
- Experience in developing and implementing monitoring plans for post-conflict / recovery programs.
- Experience supervising, and directing data enumerators in transitional/post-conflict contexts.
- Previous experience in monitoring in the context of durable solutions to displacement is highly advantageous.
- Previous working experience in monitoring in Iraq is highly advantageous.
- Willingness to conduct constant travel within Iraq.
- Experience in carrying out interviews, focus group discussions, data collection and assessments.
Skills
- Monitoring & Evaluation techniques: Solid skills in formulating indicators (including SMART indicators), developing data collection tools, and using results to assess project effectiveness. Able to triangulate information from different sources (monitoring reports, field observations, stakeholder interviews) for comprehensive analysis.
- Data management: Able to set up and maintain organized databases. Understands data quality principles and can perform data cleaning and validation. Capable of calculating indicators (percentages, rates of change, etc.) and disaggregating data (by gender, age, location) for reporting.
- Attention to detail: Vigilant in verifying data accuracy and consistency. Capable of spotting anomalies in data and investigating causes (e.g., sudden drop in beneficiary numbers) to ensure credible reporting.
- Reporting and visualization: Excellent writing skills to produce clear, concise and informative reports. Able to translate data into tables, graphs or charts for reports and presentations. Experience preparing visual dashboards or summaries for decision-makers is helpful.
- Problem-solving: Proactive in identifying implementation issues through monitoring and suggesting practical solutions. For instance, if an activity is under-achieving, able to analyze why and propose adjustments to the Project Manager.
- Interpersonal: Strong interpersonal skills to work effectively with project staff, local partners, and beneficiaries. Can communicate technical concepts to non-technical colleagues. Shows diplomacy and tact in providing feedback or when data reveals shortfalls, focusing on constructive improvement.
Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
