TERMS OF REFERENCE
The purpose of this consultancy is to support the design, piloting, and implementation of an integrated School Management and Early Warning System (EWS) model for primary education in Sahrawi refugee camps. The consultant will serve as the primary field-based partner to the Senior International Consultant, ensuring strong linkage between technical design and real school-level implementation, while providing contextual expertise, coordination, and facilitation support across all phases of the assignment
Education
Masters degree in Education, Social Sciences, Sociology of Education or related field
Work experience
Minimum 5 years in education sector
Experience working at school level
Experience in training facilitation and field coordination
School management and education systems
Data collection and field research
Stakeholder coordination
Knowledge of Sahrawi refugee context
Language Requirements
Fluency in Arabic (required)
Strong working English (required)
Hassaniya (desirable)
Desirables
French or Spanish
Experience in EWS or dropout prevention
Familiarity with data tools (Excel, Kobo, etc.)
