Organizational Context and Scope

Under the overall supervision of the Chief of Mission (CoM) and the Head of Programmes and direct supervision of the National Programme Officer, the Senior Programme Associate (Migration, Environment and Climate Change) will be responsible for implementing projects and initiatives on migration, environment and climate change. The Migration Solutions Unit (MSU) leads IOM Tajikistan’s work on the migration-development nexus, promoting safe, orderly and regular migration as a driver of sustainable development, resilience and socio-economic inclusion. The Unit provides strategic leadership and technical expertise in labour mobility, economic empowerment and reintegration, social cohesion, migration health, climate change adaptation, and emergency preparedness. Through policy engagement, partnerships, and evidence-based programming, the Unit supports the Government of Tajikistan and partners in advancing national development priorities and maximizing the positive impacts of migration for individuals, communities, and the country.

Independently lead and coordinate the implementation of the project. Monitor implementation of the activities to ensure work is proceeding according to established plans; analyse implementation difficulties and make recommendations for adjusting implementation modalities and work plans to best reflect changing environment on the field.
  • Regularly research, follow-up, compile, analyse and present information/data on relevant national, regional and international developments, reports, legislation and other relevant documentation, highlighting noteworthy issues for the consideration of appropriate parties.
  • Monitor budget expenditures; verify availability of funds and maintain a proper record of approved project budgets and their revisions.
  • Coordinate and monitor the financial, administrative and technical aspects of the project in line with IOM policies and donor requirements.
  • Plan, coordinate and conduct capacity building workshops for relevant internal and external parties.
  • Participate in meetings and conferences; maintain effective liaison and coordination with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project.
  • Coordinate the preparation of correspondence, briefing notes, presentations, narrative and financial reports; ensure status reports are prepared and submitted in a timely manner.
  • Identify and document good practices and lessons learned; contribute to the development of Standard Operations Procedures (SOP), policies and concept papers and support the development of new projects.
  • Supervise and provide guidance and training to reporting staff.
  • Perform other related duties as assigned.

Education

  • School diploma with seven years of relevant experience; or,
  • Bachelor’s degree in Environmental and Climate Change studies, Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with five years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Experience in working in migration, environment and climate change or relevant initiatives is an advantage;
  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;
  • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.

Skills

In depth knowledge of the broad range of migration related subject areas, especially migration, environment and climate change;
  • Coordination skill to cooperate effectively with other Programme and support units in the mission;
Knowledge in financial and administrative procedures and attention to detail;
  • Leadership and organisational skills to lead projects and initiatives;
  • Innovative and strategic thinking skills to continue developing the MSU portfolio.

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, fluency in English, Tajik and Russian is required (oral and written).

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
