Organizational Context and Scope
Established in 2006, the International Organization for Migration (IOM) Lebanon has set a strong track record in delivering humanitarian life-saving services to the most vulnerable populations affected by crises, while developing models and partnerships for longer-term recovery and development. The Office is implementing activities across Lebanon. Since October 2023, IOM Lebanon has been addressing the humanitarian needs of conflict affected populations and supporting the Government of Lebanon advance recovery efforts in the context of the successive escalation of hostilities which have taken place in the country. Under the overall supervision of the Head of Programmes, and the direct supervision of the Programme Coordinator, the Senior Programme Associate - Shelter, Settlements, and Water, Sanitation and Hygiene (WASH) will be responsible and accountable for supporting the implementation, monitoring and reporting of Shelter, Settlements and WASH interventions implemented by IOM and its partners. The role will also contribute to the delivery of humanitarian assistance, early recovery and stabilisation activities in line with donor requirements, government priorities and IOM standards.
1. Coordinate the implementation, monitoring and reporting of assigned shelter, settlements and WASH interventions, including emergency shelter assistance, infrastructure rehabilitation, contingency planning and preparedness activities to achieve humanitarian, early recovery and stabilisation outcomes in accordance with approved project workplans, donor requirements and IOM standards.
2. Analyse implementation progress, operational constraints and changing environment conditions on the field affecting assigned shelter, settlements and WASH activities and recommend adjustments to implementation modalities, priorities and workplans to address emerging risks and maintain delivery of planned programme results.
3. Coordinate and monitor the financial, administrative and technical aspects of Shelter and WASH components of the programme portfolio in line with IOM policies and donor requirements.
4. Maintain working relationships with and provide support to relevant district-level authorities and effectively coordinate information exchange with them, including area-level displacement management plans, to facilitate coherent local responses and strengthen coordination of shelter, settlements and WASH interventions with government priorities and humanitarian needs.
5. Participate, along with the supervisor, in relevant sectoral, operational coordination and other external meetings to present programme information, convey agreed positions and follow up on identified actions, strengthening inter-agency coordination and facilitating timely resolution of programme implementation issues.
6. Monitor budget expenditures allocated in agreement with the supervisor by verifying availability of funds and maintaining a proper record of approved project budgets and their revisions.
7. Plan, coordinate and conduct capacity building initiatives for relevant internal and external parties, including Government, Implementing Partners (IPs), affected communities and IOM staff to strengthen institutional and operational capacity for effective implementation of shelter, settlements and WASH activities.
8. Coordinate the preparation of correspondence, briefing notes, presentations, narrative and financial reports of Shelter and WASH components of the portfolio. Ensure status reports are prepared and submitted in a timely manner.
9. Identify and document good practices and lessons learned and contribute to the development of Standard Operations Procedures (SOPs), policies and concept papers to support the development of new projects.
10. Supervise and provide guidance and training to reporting staff.
11. Perform such other relevant duties as maybe assigned.
Education
- Bachelor’s degree in Engineering, Architecture, or a related field from an accredited academic institution with five years of relevant professional experience; or,
- High School diploma with seven years of relevant professional experience.
Experience
- Experience in Shelter, WASH and Site management, preferably at an operational level, in emergency and recovery contexts.
- Experience working with Government counterparts and Sectors.
- Experience in working on the engineering software, AutoCAD, 3Ds Max, Revit or any similar programs and software. Excellent Monitoring and Evaluation Skills; Managerial Skills; Organisational Skills; Accuracy; Ability to work with limited supervision.
- Delivers on set objectives in hardship situations.
- Effectively coordinates actions with other implementing partners Works effectively with Donors, local authorities, stakeholders, beneficiaries, and the broader community to advance country office or regional objectives.
Skills
- In depth knowledge of the broad range of migration related subject areas dealt with by the Organization;
- Strong technical competence and experience in all aspects of camp coordination and management is highly desired;
- Computer/software literate, preferably advanced skills in excel, PowerPoint, SPSS, kobo toolbox, ODK and report writing;
- Proven experience in conducting field research and preparing research reports;
- Good knowledge of the migration context in Lebanon and the region; and,
- A good knowledge of IOM’s mandate and activities is a distinct advantage
Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
For this position, fluency in English and Arabic is required (oral and written).
DESIRABLE: working knowledge of French.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
