Org. Setting and Reporting

This position is located in the Programme, Planning and Operations Division in the Economic Commission for Latin America and the Caribbean ECLAC. The Senior Programme Officer reports to the Director of the Division. The Economic Commission for Latin America and the Caribbean is one of the five regional Commissions of the United Nations. It was founded in 1948 with the purpose of contributing to the region's economic and social development. Its mission includes the design, monitoring and evaluation of public policies and the provision of advisory services, expertise and training to Governments, as well as support for regional and international cooperation and coordination activities. Responsibilities

Within delegated authority, and under the supervision of the Director of the Programme, Planning and Operations Division, the Senior Programme Officer will be responsible for the following duties:

Takes the lead to develop, implement and evaluate strategies for fund-raising for extrabudgetary resources for technical cooperation projects and activities implemented by ECLAC, including the identification, contacting and negotiation of formal agreements with prospective donors, formulation of project proposals and their submission to donors, initiating administrative actions for the receipt of the resources.

Directs subordinates in programme/project development, monitoring and assessment; directs review of relevant documents and reports; identifies priorities, problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and initiates follow-up actions.

Ensures implementation of gender mainstreaming guidelines by assessing the implications for men and women of any planned action, including legislation, policies or programmes, in all areas and at all levels.

Coordinates policy development; reviews the assessments of issues and trends, preparation of evaluations or research activities and studies; presents information gathered from diverse sources.

Undertakes survey initiatives; guides design of data collection instruments; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.

Supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications, etc.

Directs substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.

Manages outreach activities; designs and conducts training workshops, seminars, etc., makes presentations on assigned topics/activities.

Leads field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.

Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and ensures preparation of related documents/reports (pledging, work programme, programme budget, etc.); contributes to the reporting to intergovernmental bodies on budget/programme performance and on programmatic/substantive issues, as appropriate.

Serves as an effective spokesperson and establishes collaboration and partnerships with key officials at all levels inside and outside the organization.

Ensures effective utilization, supervision and development of staff; Guides, evaluates and mentors staff.

Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need.

May perform other duties as required.

Education

Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in combination with two qualifying years of experience may be accepted in lieu of the advanced university degree.

Job - Specific Qualification

Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience

A minimum of ten years of progressively responsible experience in project or programme management, administration or related area is required. At least five years of working experience in resource mobilization and administration of programmes and projects in an international organization is required. Experience in data analytics or related area is desirable. Experience working in international organizations such as the United Nations or others is desirable. Experience with an ERP system is desirable. Experience with a focus on resource mobilization with a focus in Latin America and the Caribbean is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this job opening, English and Spanish are required. Either French or Portuguese is desirable.
