Org. Setting and Reporting

The Office of Counter-Terrorism (UNOCT) was established by the General Assembly in 2017. The Office has five main functions:

(a) provide leadership on the General Assembly counter-terrorism mandates across the United Nations System;

(b) enhance coordination and coherence across the United Nations Global Counter-Terrorism Coordination Compact Task Force entities to ensure the balanced implementation of the four pillars of the United Nations Counter-Terrorism Strategy;

(c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States;

(d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and

(e) ensure that due priority is given to counter-terrorism across the United Nations System and that the important work on preventing violent extremism is firmly rooted in the Strategy. This position is located in the United Nations Office of Counter-Terrorism (UNOCT) at Headquarters in New York. The incumbent will report to the Chief of the Strategic Coordination Section as First Reporting Officer, with additional reporting lines to the Head of the Programme Office in Iraq and the Deputy Director of UNCCT. The incumbent will report to the Director of UNOCT as Second Reporting Officer (SRO).

Responsibilities

Within delegated authority, the Senior Programme Officer will be responsible for the following duties: (These duties are generic, and may not be performed by all Senior Programme Officers)

Takes the lead to develop, implement and evaluate key programmes/projects that support Iraq on counter-terrorism and prevention of violent extremism; develops initiatives, products and events at UNOCT Headquarters that showcases expertise, successes and challenges on counter-terrorism from Iraq and the wider region for the benefit of the full UN membership; mobilizes resources in support of capacity building programming in Iraq; directs subordinates in programme/project development, implementation, monitoring and assessment; directs review of relevant documents and reports; identifies priorities, problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and initiates follow-up actions.

Ensures implementation of gender mainstreaming guidelines by assessing the implications for men and women of any planned action, including legislation, policies or programmes, in all areas and at all levels.

Directs programme development and evaluation targeted toward building stronger links between UNOCT and Iraq and the wider region and presents information gathered from diverse sources.

Coordinates policy development; reviews the assessments of issues and trends, preparation of evaluations or research activities and studies,

Undertakes survey initiatives; guides design of data collection instruments; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.

Supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications, etc.

Directs programme development and evaluation targeted toward building stronger links between UNOCT and Iraq and the wider region through substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.

Manages outreach activities; designs and conducts training workshops, seminars, etc., makes presentations on assigned topics/activities.

Leads field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.

Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and ensures preparation of related documents/reports (pledging, work programme, programme budget, etc.).

Serves as an effective spokesperson and establishes collaboration and partnerships with key officials at all levels inside and outside the organization.

Ensures effective utilization, supervision and development of staff; Guides, evaluates and mentors staff

May perform other duties as required. Work implies frequent interaction with the following: Counterparts in Iraq and the wider region, senior officers and technical staff in UNOCT and relevant Secretariat units and in UN funds, programmes and other UN specialized agencies. Representatives and officials in national governments, international organizations, consultants Results Expected: Develops, implements, monitors and evaluates assigned programme/projects.

Provides direction and sound and innovative advice on a wide range of issues, including developing strategies for issues on a long-term and large-scale basis to ensure timely and cost-effective delivery of results that ensure the best interests of the organization, and/or client. Delivers thorough, well reasoned contributions, e.g., policy recommendations, complex papers, analysis, substantive sections of reports and studies, publications, etc. Implements corrective action with respect to operational issues.

Education

Advanced university degree (Master’s degree or equivalent) in business administration, management, economics, or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of ten years of progressively responsible experiencein project or programme management, administration or related area is required. A minimum of ten years of progressively responsible experience in or relating to Iraq is required. Experience in political affairs is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this job opening, English and Arabic are required.
