Organizational Context and Scope
Under the direct supervision of the Chief of Mission (CoM) in Uzbekistan and, in collaboration with relevant units at Regional Office, the COCF and Headquarters, the Stakeholder Communication and Project Support Officer will be responsible and accountable for supporting communication with donors, UN agencies and international organisations in Uzbekistan, supporting for strategic planning, and coordination processes and providing programme support for the development, endorsement and reporting of projects within the Mission.
- Contribute to the drafting of project proposals and concept notes in coordination with the relevant Project Managers, Resources Management and other relevant IOM units by providing technical inputs and support that responds to emerging trends and priorities, in accordance with IOM Policies, internal procedures, including Project Information and Management Application (PRIMA).
- Support the endorsement process for concept notes and project proposals in close coordination with relevant units in the CO and RO in line with IOM policies, standards and internal procedures.
- Support project activation and grants management of processes, including tracking contractual and reporting requirements.
- Support the timely and accurate preparation and submission of project reports by individual programme units in line with IOM’s and donor’s requirements.
- Draft periodic reports and compile and coordinate IOM’s inputs to the UN Sustainable Development Cooperation Framework (UNSDCF) annual reports.
- Provide inputs and administrative support for the development and periodic review of the IOM Country Strategy.
- Produce visibility and other presentation materials to support resource mobilization, including, but not limited to, donor visits and briefings, reports, data, strategic information and information briefs.
- Conduct research and compile information on project opportunities, development gaps and donor priorities for consideration by programme managers and the Chief of Mission.
- Support the work of the United Nations Migration Network in Uzbekistan by coordinating meetings, preparing briefing materials, and facilitating logistical and administrative arrangements.
- Support the CoM in liaison with the Government of Uzbekistan and other stakeholders regarding Global Compact for Migration (GCM) related initiatives, including researching and documenting opportunities for engagement and collaboration.
- Support knowledge management by programme colleagues and support capacity development of mission staff in the the optimum usage of relevant online filing systems, databases and PRIMA.
- Perform such other relevant duties as may be assigned.
Education
- Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or a related field from an accredited academic institution with four years of relevant professional experience; or
- High School diploma with six years of relevant professional experience
Experience
- Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;
- Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups;
- Prior work experience with international humanitarian or development organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage;
- Experience supporting the development of project proposals, concept notes and donor reports for humanitarian or development programmes
Skills
- Knowledge of migration-related programmes and activities implemented by the Organization;
- Knowledge of UN and bilateral donor programme requirements and reporting processes;
- Strong drafting and communication skills, including the preparation of briefing materials, reports, correspondence and visibility products; and
- Proficiency in Microsoft Office applications and information management systems.
Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
For this position, fluency in English and Uzbek is required (oral and written). Working knowledge of Russian (oral and written).
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
