Organizational Context and Scope
Under the overall supervision of the Head of Office (HoO) and direct supervision of the Programme Coordinator; and, in collaboration with relevant units at Headquarters, Regional Office and relevant IOM missions, the successful candidate will be responsible and accountable for supporting and assisting the Immigration and Border Governance (IBG) Division (with special focus Legal identity and document verification) for IOM country office in Finland.
Compile, summarize, analyse, and present information/data on specific project topics, highlighting noteworthy issues for the consideration of appropriate parties.
Monitor budget implementation and propose adjustments as necessary.
Act as focal point for administrative coordination of project implementation, involving extensive liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, follow-up on administrative actions, etc.
Draft status reports; identify shortfalls in delivery, bring them to the attention of the supervisor and suggest corrective measures.
Draft correspondence on project issues; prepare and update reports, briefing notes, graphics, statistical tables, and other forms of documentation.
Organize meetings, workshops and training sessions; prepare training materials and participate in the delivering of capacity building workshops.
Respond to complex information requests and inquiries; set up and maintain files/records.
Participate in meetings and conferences; maintain effective liaison and coordination with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project.
Monitor work of implementing partners and report any non-compliance to the supervisor.
Provide inputs for the development of Standard Operations Procedures (SOP) and concept papers and provide general support for the development of new projects.
Provides guidance/training and assist in coordinating and monitoring work of other staff in the unit; may supervise other staff as assigned.
Perform other related duties as assigned.
Education
School diploma with six years of relevant experience; or,
Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with four years of relevant professional experience.
Experience
Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;
Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,
Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
Project development and reporting
Skills
In-depth knowledge of migration-related subject areas covered by IOM, including Immigration and Border Governace (IBG), Protection, AVRR, resettlement, and movement management.
Knowledge of UN and bilateral donor programming, including compliance, reporting, and proposal development.
Knowledge of financial rules and regulations and internal control procedures for project implementation.
Familiarity with International Public Sector Accounting Standards and IOM financial systems for accurate budgeting and reporting.
Project cycle management and results-based reporting skills, including planning, monitoring, and evaluation.
Strong writing and analytical skills, including ability to draft reports, briefing notes, and project documents.
Case monitoring and follow-up, ensuring timely assistance and accurate documentation in line with IOM standards.
Coordination and stakeholder engagement skills, with experience liaising with government authorities, embassies, and partner organizations.
Advanced computer literacy, including MS Office and data management tools.
Ability to organize work, prioritize tasks, and meet deadlines under pressure, while maintaining attention to detail.
Knowledge of monitoring, evaluation, and learning (MEL) frameworks for project performance tracking.
Understanding of protection mainstreaming principles, gender, age, and PSEA standards in project implementation.
Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
For this position, For this position, fluency in English, is required (oral and written). Knowledge of Finnish and any other Nordic languages is desirable.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
