Under the overall supervision of the IOM Chief of Mission (COM) and the Programme Coordinator, Migration Governance, and under the direct supervision of the National Programme Officer, IBM, the Senior Project Associate – Infrastructure Support will be responsible and accountable for providing technical support to the planning, design, implementation, monitoring and quality assurance of infrastructure construction, rehabilitation, refurbishment, and other engineering-related activities across the Mission. The incumbent will support various thematic units while ensuring compliance with IOM procedures, donor requirements, national regulations and applicable technical standards.
- Provide technical support for the planning, design, implementation, supervision and monitoring of infrastructure construction, rehabilitation and maintenance projects implemented by the Mission.
- Conduct technical assessments, site inspections, feasibility reviews and surveys to identify needs and provide inputs and recommendations for appropriate technical/engineering solutions.
- Support the preparation and review of technical documents, including Terms of Reference, technical specifications, engineering designs, drawings, Bills of Quantities (BoQs), cost estimates, scopes of work, implementation schedules, and other documentation required for project implementation and procurement processes.
- Review engineering deliverables submitted by consultants, contractors and service contractors, and flag any gaps or issues for follow-up and resolution in coordination with the supervisor and relevant stakeholders.
- Monitor construction and rehabilitation works progress and contractor performance and report observations for follow-up by the supervisor, where required.
- Conduct site monitoring visits, review completed works, progress reports and supporting technical documentation and provide technical updates and recommendations.
- Coordinate with programme, procurement, logistics, finance and other units to support timely project implementation.
- Prepare and contribute to technical assessments, site inspection reports, progress reports, quality assurance documentation, meeting minutes, technical notes and other project management documents required for reporting and coordination.
- Support the preparation of project proposals, implementation plans and procurement processes, ensuring that documentation and reporting requirements are met.
- Perform such other relevant duties as may be assigned.
Required Qualifications and Experience
EDUCATION
- Bachelor’s degree in Civil Engineering, Structural Engineering, Electrical Engineering, Construction Engineering, Architecture, or a related field from an accredited academic institution with four years of relevant professional experience; or
- High School diploma with six years of relevant professional experience.
EXPERIENCE
- Experience supporting infrastructure project implementation, construction supervision, design review or engineering consultancy;
- Experience with rehabilitation, refurbishment, interior works and technical equipment installation is an advantage;
- Experience working with construction contractors, consultants or technical service providers is an advantage;
- Working knowledge of national construction regulations, technical standards and permitting procedures is an advantage; and
- Experience working with UN or international organizations, government institutions or development partners is an advantage
SKILLS
- Ability to interpret and review engineering drawings, technical specifications and Bills of Quantities (BoQs);
- Proficiency in AutoCAD, MS Office and relevant project monitoring/reporting tools;
- Strong analytical skills with the ability to identify technical issues and provide inputs towards practical solutions;
- Strong organizational skills, attention to detail and ability to manage multiple tasks; and
- Good communication and coordination skills with technical and non-technical stakeholders
Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
REQUIRED
For this position, fluency in English and Romanian is required (oral and written).
DESIRABLE
Working knowledge of Russian.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
