Organizational Context and Scope
Under the overall supervision of the Chief of Mission and the direct supervision of the Senior Emergency Coordinator, the Shelter, Land and Site Coordination (SLSC) Sector Coordinator will be responsible for coordinating the Shelter, Land and Site Coordination (SLSC) Cluster at both national and sub-national levels, ensuring effective, integrated and protection-centered service delivery through strengthened partner coordination, evidence-based planning and decision-making, and robust monitoring, reporting, advocacy, and accountability mechanisms in support of the humanitarian response for the Shelter, Housing, Land and Property (HLP), and Site Coordination functions of the merged cluster.
The Shelter, Land and Site Coordination (SLSC) Sector Coordinator will provide operational coordination for the merged Shelter, Non-Food Items (NFI), Camp Coordination and Camp Management (CCCM), and Housing, Land and Property (HLP) functions in Haiti. In a context marked by recurrent natural hazards, displacement, urban violence, tenure insecurity, and constrained access to basic services, the role will support a coordinated, area-based and protection-sensitive humanitarian response that brings together emergency shelter, settlements, site management, and housing, land and property priorities under one coordinated platform. Building on the Cluster’s existing coordination architecture and partner engagement, the incumbent will support the transition toward a unified sector model that strengthens operational coherence, improves service referrals, and reinforces accountability to affected populations. The role will also ensure close alignment with national coordination structures, humanitarian partners, local authorities, and affected communities, while maintaining the capacity to respond rapidly to sudden-onset emergencies and support durable, community-centered solutions where conditions allow.
- Coordinate Shelter, Land and Site Coordination (SLSC) activities in Haiti to support a predictable, inclusive and accountable response by organizing regular coordination meetings, maintaining partner engagement, facilitating information exchange and following up on agreed actions.
- Support the establishment and functioning of coordination mechanisms at national and sub-national levels, promoting effective partner participation, operational coverage and alignment with relevant global standards, national frameworks and inter-sector coordination arrangements.
- Coordinate the development and implementation of SLSC operational priorities, workplans and technical guidance to support coordinated emergency shelter, NFI, site coordination, HLP and recovery activities.
- Represent the Sector in technical coordination meetings and support representation in inter-cluster, government and partner coordination forums, ensuring consistent communication of operational priorities, response gaps and coordination issues.
- Coordinate information management, reporting and field monitoring activities to support timely data collection, analysis, mapping, response tracking and information sharing with partners and relevant stakeholders.
- Promote the integration of humanitarian principles, protection mainstreaming, Accountability to Affected Populations (AAP), gender, disability inclusion, HLP principles and relevant international standards within Sector activities, providing technical guidance to partners as required.
- Support resource mobilization and response prioritization by contributing to inter-agency planning processes, partner mapping, common pipeline coordination, needs analysis and consolidated funding inputs.
- Support emergency preparedness and contingency planning by contributing to preparedness activities, response planning, access-sensitive coordination and operational readiness for sudden-onset emergencies and seasonal hazards.
- Support advocacy initiatives by documenting operational challenges, response gaps, achievements and lessons learned, and preparing advocacy and communication inputs for humanitarian partners, authorities and donors.
- Monitor Sector performance and response progress by tracking agreed indicators, identifying operational challenges, supporting corrective actions and documenting lessons learned.
- Provide technical guidance, training and capacity-building to Sector partners, local organizations and relevant authorities to strengthen coordinated Shelter, CCCM and HLP responses.
- Undertake duty travel in support of coordination activities, field monitoring, partner engagement and operational support.

Education
- Master’s degree in Architecture, Engineering, Urban Planning, or a related field from an accredited academic institution with five years of relevant professional experience; or
Experience
- Experience in humanitarian coordination, shelter and settlement programming, displacement contexts, and emergency response in conflict, post-conflict, or natural disaster settings;
- Experience supporting evidence-based planning, needs assessments, response and gap analysis, and coordination products that inform decision-making;
- Experience operating in constrained environments, including access, movement, pipeline, stock, and procedural challenges;
- Experience in Shelter, Settlements, CCCM, HLP, and related coordination or programming areas;
- Experience engaging with UN agencies, international organizations, NGOs, partners, and government counterparts in complex humanitarian operations;
- Experience implementing Shelter and Settlement projects, including in-kind and cash-based modalities;
- Experience contributing to the development and implementation of shelter sector strategies across host family, collective shelter, and settlements settings;
- Experience using participatory approaches in assessments, project design, implementation, and construction processes;
- Experience with humanitarian planning and reporting cycles, including HNO/HRP, Flash Appeals, and pooled funds;
Skills
- Demonstrated knowledge of humanitarian coordination architecture and mandates for IDPs, returnees, and shock-affected populations;
- Demonstrated knowledge of shelter-related technical guidelines, standards, and good practices;
- Demonstrated ability to coordinate multi-stakeholder humanitarian responses across Shelter, HLP, and Site Coordination actors;
- Proven capacity to engage with UN agencies, NGOs, government counterparts, and community structures;
- Demonstrated analytical, facilitation, negotiation, drafting, coordination skills;
- Ability to interpret assessment, displacement, site and pipeline data and translate analysis into technical priorities, operational planning and advocacy;
- Managerial and organizational skills, and ability to manage multiple priorities under tight deadlines..
- Capacity to deliver on set objectives in challenging situations and hardship duty stations;
- Excellent coordination and communication skills;
Languages
For this position, fluency in English and French is required (oral and written).
Working knowledge of another official UN language (Arabic, Chinese, Russian and Spanish) and/or Haitian Creole is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
