How can you make a difference?

UNICEF Philippines is looking for a Social and Behaviour Change (SBC) Officer to support the nationwide HPV vaccination programme and strengthen routine immunization. The role will turn behavioural evidence into practical strategies that help children and families overcome barriers to vaccination, strengthen demand and community engagement, and build confidence in vaccines.
The Officer will work closely with government, UNICEF SBC and immunization teams, academic institutions and development partners to:
Generate and apply evidence to understand and address social and behavioural barriers to vaccination.
Design and support SBC strategies for HPV vaccination and routine immunization at national and sub-national levels.
Build capacity and share learning through training, tools, knowledge products and documentation of good practices.
Monitor results and generate learning to continuously improve SBC interventions.
Strengthen SBC systems by contributing to workforce development, institutional capacity, governance, planning and budgeting, and partnerships that embed SBC within government systems.
This is an opportunity to apply behavioural science to a high-priority public health agenda and contribute to improving vaccination outcomes for children across the Philippines, while also contributing to strengthening SBC systems in the country.
The SBC Officer will be responsible for:
Evidence generation and use: Generate, synthesize and translate social and behavioral evidence into actionable recommendations for vaccination programmes, policies and SBC interventions.
SBC strategic planning and implementation: Provide technical assistance to national and sub-national partners in the design, implementation and quality assurance of evidence-based SBC, demand generation and community engagement strategies for HPV vaccination and routine immunization.
Capacity building and knowledge management: Strengthen SBC capacities of government, partners and UNICEF teams and support the development, documentation and dissemination of tools, learning resources, good practices and lessons learned.
Monitoring, evaluation and learning: Support monitoring, evaluation and documentation of SBC interventions and use findings to strengthen programme effectiveness, accountability and learning.
SBC systems strengthening: Contribute to efforts to institutionalize SBC within government systems and functions, including workforce development, governance and coordination, planning and budgeting, evidence generation, and partnerships with academic and other strategic institutions.

Minimum requirements

Education: Bachelor or equivalent (First Level University Degree) in Social Science, Social Communication, Sociology, Anthropology, Development Studies, Communication Science, Communications, Psychology, Science, Sciences, sociology, anthropology, psychology, education, communications, public health, behavioral science and any other related fields.
Work Experience: 2 years of relevant work experience in Communication, Social and Behavior Change, Health and Nutrition, Health, Nutrition, social and behavior change, immunization programs, public health, community engagement, risk communication, demand generation, health communication, monitoring and evaluation, capacity building, stakeholder coordination and any other related fields.
Skills: Strategic Communication, Community Engagement, Social Mobilization, Planning Process, Data Analysis, Report Writing, Capacity Building, Coordination, Immunization, Public Health, Research, data analysis and evidence use, Social mobilization, advocacy, and RCCE for routine immunization and campaigns, Strategic communication and community engagement, Development and production of knowledge products, Monitoring, evaluation and report writing
Language Requirements: Fluency in English and Filipino are required.

Desirables

  • Language: Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
  • Immunization programme experience, HPV experience, public health programme experience, capacity building and facilitation, government coordination experience, development partner coordination, field level experience, local government experience, local language proficiency, experience with donor reporting, Immunization, HPV, public health programme experience, Capacity building and facilitation skills, Government and development partner coordination experience, Experience working with UN or UNICEF, directly or indirectly, on health or immunization, an advantage, Field level experience including working with local government units.
  • Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
