UNICEF prioritises a health systems based approach to help mitigate fragmented support. UNICEF will make an incremental shift from service delivery to support evidence-informed system strengthening – using equity-based models and operational research in targeted areas to influence policy, planning, budgeting and strategy development that will inform the Government’s drive to equitably reduce young child mortality and undernutrition in Papua New Guinea. Aligning itself with the government commitment for Universal Health Coverage, the Health and Nutrition programme needs to build national and subnational capacity to deliver integrated services and approaches.
How can you make a difference?
Under the supervision of Chief of Health and Nutrition and in collaboration with other relevant programme colleagues, responsible for the design, formulation, management, execution, monitoring and evaluation of a behavioral change and social mobilization strategy, plan of action and programme activities in support of the SBC component of the country programme.
The SBC Specialist provides technical and operational support for developing a systematic, planned and evidence-based strategy and process for SBC in the area of health and nutrition with special emphasis on zero dose children for routine immunization, polio, measles supplementary immunization campaigns and integrated maternal, child health, HIV and nutrition campaigns, while also guiding cross sectoral program in WASH, Child protection and Education.
Through communication and engagement, as well as the participation of stakeholders, communities, children, civil society partners, and government counterparts, s/he promotes measurable behavioral and social change/mobilization. This subsequently contributes to the achievement of sustainable and concrete results in improving children's rights, survival and wellbeing in the country.
Key functions and accountabilities of the position
- Generate & Use Evidence: Generate and utilize research, data, and evidence to inform the design, measurement, and monitoring of SBC programs and outcomes in both development and emergency contexts and to build the evidence base for SBC.
- Design, plan and implement: Design, plan and implement SBC activities that are backed by social and behavioural evidence and strong engagement and participation mechanisms in both development and humanitarian contexts.
- Advocate & Build Partnerships: Support operationalization of SBC by advocating for SBC, mobilizing resources, coordinating across stakeholders, sectors and teams, and partnership building.
- Build Capacities Promote continuous learning, strengthening, and scaling up in SBC for both development and humanitarian contexts through capacity building for UNICEF staff and partners.

- Language: Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language
- Relevant experience in a UN system agency or organization is considered as an asset.
- Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.

UNICEF appointments are subject to medical clearance. Issuance of a visa by the host country of the duty station is required for IP positions and will be facilitated by UNICEF. Appointments may also be subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid). Should you be selected for a position with UNICEF, you either must be inoculated as required or receive a medical exemption from the relevant department of the UN. Otherwise, the selection will be canceled.
