Duties and Responsibilities

The United Nations Human Settlements Programme (UN-Habitat) is mandated by the UN General Assembly to promote socially, economically and environmentally sustainable cities, towns and other human settlements. It is the focal point for urbanization and human settlements matters within the UN system. Background The Independent Evaluation Unit (IEU) currently tracks evaluation recommendations, workplan implementation and lessons learned across several separate SharePoint and Excel lists. This is hard to sustain and weakens the oversight function.

Reports are scattered over several folders as well and it’s impossible to query the knowledge. The Evaluation Portal brings these into one place. A tracking side for accountability (evaluations, recommendations and workplan) and a learning side (a searchable Lessons library), with Power BI dashboards layered on. ICT has recommended building the portal on the existing Donor Information Platform (DIP) Azure SQL database, reusing existing key variables, rather than creating a parallel data structure. This Terms of Reference is based on that model.

Objective Deliver a working Evaluation Portal as a single Power Apps canvas app over the DIP Azure SQL database. The portal is viewable by all UN-Habitat staff, applies edit-locks for accountability, provides a fast Lessons library, sends automated reminders on recommendations, and exposes read-only Power BI dashboards. All work should comply to the CODE model to ensure it can be scaled out once we integrate to the digital workspace and corporate data/dashboard reporting.

DUTIES AND RESPONSIBILITIES The consultant reports to the Independent Evaluation Unit, Evaluation Officer, working in close collaboration with OICT. OICT provides the technical environment and the named Environment Administrator. The duties and Scope of work:

Develop a single canvas app holding both the tracking side (evaluations, recommendations, workplan) and the learning side (report and lessons library).

Reads from enriched SQL views; writes to base tables through stored procedures called via Power Automate.

Edit-lock so recommendations and workplan are editable only by an evaluation's linked people, and by IEU and Admin.

Open viewing for all staff, with a default “My Evaluations” filter to improve the experience. Advise on UX choices around the different evaluation management modalities

Develop Library with fast filtering on meta data (region, country, cluster, year, type, timing, language) and author-only editing.

Create scheduled six-month reminder flow on recommendations after MR endorsement, until implemented or closed as non-compliant.

Advise on other workflows that support efficient knowledge management

Advise on library and access or link to actual reports

Develop Read-only Power BI dashboards for recommendation status and ongoing evaluations.

Qualifications/special skills

An advanced university degree (master's degree or equivalent) in Information Technology, software engineering, computer studies, similar relevant fields is required. A first-level university degree (bachelor's degree or equivalent) in combination with an additional two (2) years of qualifying experience may be accepted in lieu of the advanced university degree. The consultant should have built at least one similar App and Dashboard in the UN Secretariat or similar organization is required. At least two (2) years experience in use of Power Apps canvas app development.

Azure SQL: tables, views, stored procedures and indexing.

Power Automate for scheduled flows and procedure calls.

Power BI dashboards is required. Experience with UN Secretariat governance (EATF, DLP and AISA) and familiarity with UN-Habitats OICT set up and digital workspace is an asset and desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and oral English is required. Knowledge of additional UN official languages is an advantage.
