IES:Provide technical guidance on supply‑chain‑related data collection for the national mapping, covering market access, supplier proximity, cold chain and storage availability, transport corridors, and the presence of caterers, community kitchens, NGOs, and private operators, and contribute to the infrastructure gap analysis by defining minimum logistics and supply chain requirements per school cluster.Analyze local market functionality in priority governorates, including availability, seasonality, price stability, supplier capacity, and associated supply chain risks (food safety, inflation, transport reliability), and propose preliminary mitigation measures.Provide technical inputs into the design of on‑site, central kitchen, and hybrid delivery models, including end‑to‑end supply chain flows, indicative logistics, staffing, storage needs, cost drivers, and operational constraints by geography and school cluster.Lead development of procurement and supply chain strategy options aligned with national regulations, covering local sourcing, centralized and decentralized procurement modalities, contracting of caterers and service providers, framework agreements, quality assurance and food safety controls, and initial options for digital traceability and monitoring systems.Provide detailed supply chain inputs to costing and financial models, including logistics unit costs, scenario and sensitivity analysis (fuel, distance, inflation), and implications of local sourcing levels across delivery models.Draft and/or review supply chain sections of the National Operational Manual, including SOPs for procurement, storage, transport, inventory management, roles and responsibilities, performance indicators, and identification of capacity‑strengthening needs for government and implementation partners.Assess technical capacity and develop a related training programme for national stakeholders with a Training of Trainers focus.Support supply chain readiness for phased start‑up by validating assumptions for selected governorates, advising on tendering and contracting technical inputs, identifying early operational bottlenecks and mitigation actions, and contributing to a short lessons‑learned and adjustment note to inform scale‑up.Provide ad-hoc support to national counterparts during pilot stage.Any other related duties, as required, within the scope of the assignment.Deliverables Supply Chain Mapping and Feasibility Input ReportA concise report consolidating supply‑chain inputs to the national mapping and feasibility work, including analysis of market functionality, supplier and logistics capacity, storage and cold‑chain availability, and key supply‑chain risks affecting hot meal delivery.Hot School Meals Supply Chain & Procurement Strategy A streamlined strategy outlining end‑to‑end supply chain designs for on‑site, central kitchen, and hybrid models, with recommended procurement and contracting modalities, local sourcing options, and key food safety and quality assurance considerations.Supply Chain Costing and Operational Guidance Package A practical package providing supply‑chain cost assumptions and sensitivity inputs for financial modelling, alongside draft supply‑chain sections for the National Operational Manual covering procurement, storage, transport, inventory management, and performance monitoring.Capacity Assessment and TOT Capacity Assessment of supply chain relevant stakeholders and TOT deliveredStart‑up Readiness and Scale‑up Adjustment Note A short, action‑oriented note assessing supply‑chain readiness for phased implementation, highlighting early operational bottlenecks, mitigation measures, and recommended adjustments to inform initial roll‑out and scale‑up.QUALIFICATIONS & EXPERIENCE REQUIRED:Education: Advanced university degree (Master’s or equivalent) in Supply Chain Management, Logistics, Operations, Economics, Engineering, or a related field.

A first-level degree with additional relevant experience may be accepted in lieu of an advanced degree.Experience: At least 8–10 years of progressively responsible professional experience in supply chain, logistics, procurement, operations design, or related fields, including a minimum of 5 years providing senior technical or advisory support. Proven experience designing, implementing, or strengthening end-to-end supply chain and service delivery systems, ideally covering a combination of procurement, catering or food service operations, facility or service design, logistics, contract management, costing, and operational planning.Experience in institutional catering, hospitality, airline catering, large-scale food service operations, school feeding, healthcare, or comparable sectors is highly desirable.Demonstrated experience in costing, financial modelling, and analysis of operational and supply chain solutions, including assessment of cost drivers, efficiency opportunities, and delivery models.Experience managing or advising on procurement strategies, supplier engagement, contracting modalities, and performance management of service providers.Strong understanding of food safety and quality standards and their application across food procurement, production, storage, transport, and service delivery systems is highly desirable.Experience supporting large-scale public sector, food systems, nutrition, school feeding, or social protection programmes is highly desirable.Demonstrated experience working with government counterparts and contributing to policy, strategy, or operational guidance at national or sub-national level.

Knowledge & Skills

• Strong knowledge of procurement and contracting modalities, supply chain design, food safety and quality assurance systems, storage, transport, logistics, and service delivery operations.
• Sound understanding of large-scale food service, catering, or institutional meal delivery systems, including operational, infrastructure, and supplier management considerations.
• Proven ability to assess and develop cost-effective supply chain and service delivery models, including costing assumptions, operational requirements, and performance monitoring frameworks.
• Strong analytical, report-writing, and drafting skills, with the ability to produce clear, practical technical guidance and recommendations for government and senior decision makers.
• Demonstrated stakeholder engagement and facilitation skills, with the ability to work effectively with government counterparts, service providers, and technical experts.
• Ability to work independently and deliver high-quality outputs under tight timelines.

Languages

Fluency in written and spoken English and Arabic required.
