Alcance y Contexto Organizacional
Under the overall supervision of the Chief of Mission and the direct supervision of the Emergency Coordinator, the successful candidate will support the implementation, monitoring and continuous improvement of information management activities for the Shelter and Settlements Cluster in Colombia.
The incumbent will work with cluster partners, government counterparts, humanitarian actors and relevant IOM units to collect, validate, analyze, visualize and disseminate information that supports coordination, operational planning, response monitoring and evidence-based decision-making in line with the Inter-Agency Standing Committee (IASC) Reference Module for Cluster Coordination
- Support the implementation and monitoring of the Shelter and Settlements Cluster information management workplan and related activities, following established priorities and instructions.
- Maintain information management systems, databases, partner contact lists, reporting tools and document repositories in accordance with established procedures and data standards.
- Compile, clean, verify, validate, consolidate and analyze data received from cluster partners, sub-national coordination mechanisms and other relevant sources, and flag gaps or inconsistencies for corrective action.
- Prepare and regularly update routine information products, including dashboards, maps, factsheets, infographics, situation reports, presentations and other information products using established templates and procedures.
- Support the collection and analysis of data required for needs assessments, severity analysis, geographic prioritization, response monitoring and identification of operational gaps.
- Support the Shelter and Settlements Cluster contribution throughout the Humanitarian Needs and Response Plan (HNRP) cycle, including data collection, needs analysis, , indicator tracking, partner project preliminary review, costing inputs, response monitoring, and periodic reporting.
Follow up on the timely submission of partner data and provide guidance on reporting templates, indicators, data definitions and information management procedures.
- Support the functional documentation, testing, roll-out and routine use of relevant information systems, portals, application tools and databases, in coordination with the supervisor and relevant ICT colleagues.
- Promote the appropriate use of Geographic Information System (GIS) mapping and verify that data collection and management support established geocoding standards.
- Identify information gaps and data-quality issues, bring them to the attention of the supervisor and recommend practical corrective measures.
Draft and compile technical inputs for project proposals, donor reports, briefing notes, standard operating procedures, technical guidance, project status reports and progress reports related to information management activities.
- Organize and support meetings, workshops, technical working groups and learning sessions, including preparation of agendas, presentations, minutes, action trackers and training materials.
- Participate in the Inter-Cluster Information Management Working Group and other relevant forums, as delegated, and follow up on agreed information management actions.
- Support displacement tracking and other relevant data-collection activities, monitor progress against agreed timelines and maintain complete supporting records.
- Provide day-to-day guidance and training to information management support staff and cluster partners on the use of established tools, templates and procedures; may coordinate the work of other staff members as assigned.
- Apply IOM data-protection principles, confidentiality requirements and information-sharing protocols in the collection, storage, processing, analysis and dissemination of data.
Perform such other related duties as may be assigned.
Required Qualifications and Experience
EDUCATION
- High school diploma with 6 years of work experience; or
- Bachelor’s degree in information management, Computer Science, Data Science, Geography, Statistics, Social Sciences, Business Administration or a related field from an accredited academic institution with four years of relevant professional experience.
EXPERIENCE
- Experience in information management, including data collection, cleaning, verification, validation, consolidation, analysis and production of information products.
- Experience using databases, data-visualization tools, reporting platforms and spreadsheet applications.
- Experience producing dashboards, maps, factsheets, analytical reports, presentations or similar information products.
- Experience supporting humanitarian response, recovery operations, displacement tracking, cluster or inter-agency coordination.
- Experience liaising with governmental authorities, United Nations agencies, non-governmental organizations, local partners or communities is an advantage.
- Prior work experience with IOM or the United Nations system is an advantage.
- Experience in Colombia or other complex humanitarian settings is an advantage.
SKILLS
- Excellent qualitative and quantitative data analysis skills and a proven ability to produce high-quality reports;
- Ability to translate planning specifications into technical briefs for data capture and analysis, and vice versa;
- Ability to formulate technical requirements and operational procedures related to Information Management (IM);
- Advanced proficiency in data visualization and information design;
- Proven leadership capacity in building partnerships and fostering consensus-driven decision-making; and
- Ability to deliver technical training to diverse audiences.
Languages
All IOM staff members, regardless of category, are required to be proficient in at least one of IOM’s official languages: English, French, or Spanish.
