Organizational Context and Scope
Under the overall supervision of the Emergency Response and Recovery Coordinator (ERRC) and the direct supervision of the Programme Manager (CCCM), and closely with the CCCM Cluster Coordinator and the Head of Pemba Sub Office, the National Programme Officer (CCCM) will work within selected site and site-like settings as well as in hosting communities, informal sites and areas of return supporting IOM CCCM field operations on a daily basis. The incumbent will support implementing partners and field deployments and provide guidance to CCCM field staff as they discharge standard CCCM tasks, such as site coordination, feedback mechanisms, and supporting the implementation of minimal site maintenance projects.
Field Coordination
- Support CCCM field teams in monitoring service delivery across sectors within displacement sites and host community settings, maintaining a comprehensive understanding of service availability, quality, standards, gaps, and community concerns.
- Support the CCCM Programme Manager in the deployment, supervision, and effective rotation of CCCM field teams to maintain adequate coverage and continuity of operations.
- In coordination with the CCCM Programme Manager, participate in IOM coordination meetings and contribute to information sharing and planning processes.
- Monitor and support the operational readiness of field teams by monitoring the availability of required equipment, supplies, and logistical support; identify operational gaps and provide recommendations to management.
- Maintain regular communication with field teams and promptly escalate operational, protection, security, or programmatic issues requiring unit management attention.
- Provide technical support to the implementation of CCCM operational activities, including community engagement, capacity-building, disaster risk reduction and preparedness initiatives, early warning and early action systems, evacuation planning, site management, and coordination with local authorities.
- Prepare regular programme updates, reports, analyses, and briefing notes on CCCM activities, highlighting achievements, challenges, lessons learned, and recommendations for programme improvement.
- Maintain liaison with government counterparts, including INGD, SDPI, Provincial, District, and Local Authorities, as well as humanitarian and development partners on CCCM-related matters.
- In coordination with the CCCM Programme Manager, monitor site coverage and operational presence to facilitate adequate support to displacement sites and host community locations targeted by IOM.
- Contribute to the development, adaptation, and rollout of tools, guidance materials, standard operating procedures (SOPs), and methodologies that enhance CCCM programme implementation and monitoring.
- Support the organization and delivery of CCCM-related trainings, workshops, simulations, and capacity-building activities targeting government counterparts, community structures, partners, and IOM personnel.
- Support the establishment and functioning of inclusive and representative community governance structures, including site committees, promoting meaningful participation of women, youth, older persons, persons with disabilities, and other vulnerable groups.
- Promote and monitor compliance with humanitarian principles, accountability to affected populations (AAP), Protection from Sexual Exploitation and Abuse (PSEA), protection mainstreaming, and IOM’s Code of Conduct among CCCM staff and implementing partners, and report any concerns through appropriate channels.
- Monitor and report on CCCM activities implemented by IOM field teams and implementing partners, supporting alignment with programme objectives and donor requirements.
- Support the collection, verification, analysis, and quality assurance of programme data required for CCCM Cluster reporting, donor reporting, and internal IOM monitoring and evaluation processes.
- In coordination with the CCCM Programme Manager, support the coordination of field missions and staff movements, in line with IOM security, administrative, and operational procedures.
- Work closely with programme support staff to maintain proper filing, record management, correspondence tracking, and maintenance of programme documentation.
- In coordination with the CCCM Programme Manager, support the monitoring of goods and services procured under the CCCM programme and support the tracking of programme assets, equipment, and warehouse stocks.
- Perform any other duties as may be assigned by the CCCM Programme Manager or designated supervisor.
Education
- Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with two years of relevant professional experience; or,
- Master’s degree in the above-mentioned fields.
Experience
- Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;
- Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,
- Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
Skills
- Ability to establish priorities and undertake assigned tasks with minimum supervision
- Proven ability to interact effectively with government officials/local authorities and other institutions essential.
- Good drafting ability and communication skills, both oral and written to produce reports in English and Portuguese.
- Knowledge of the social protection system and victim assistance mechanism (advantageous);
- Able to work independently, under pressure, undertake frequent project related travels and able to work during weekends and overtime.
- Good computer literacy.
Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
For this position, fluency in English is required (oral and written)
