For every child, the right to a future.

The purpose of this consultancy is to provide time-bound technical, field-level and implementation support to the UNICEF WASH team for delivery of the WASH component of the China-supported Adolescent Development Programme in Madhesh Province. The consultant will support the initial six-month implementation period covering WASH activities as per the implementation plan and related cross-cutting activities. The assignment will provide dedicated technical capacity to support programme start-up, implementing-partner establishment, WASH/MHM assessment of 118 schools, prioritization of 64 schools for infrastructure support, technical preparation and monitoring of WASH improvements, MHM and hygiene promotion, O&M capacity development, EMIS/WASH data strengthening, reusable sanitary-pad initiatives, menstrual-waste management and implementation monitoring. The consultant will assist UNICEF staff through technical analysis, preparation and review of documents, facilitation of agreed processes, field verification, monitoring, quality assurance, documentation and follow-up of agreed actions. The consultant will also provide technical inputs to partner engagement, government coordination, reporting and programme learning.

The consultancy is required to provide dedicated and temporary field-based technical support during the intensive initial implementation period. Existing UNICEF WASH staff remain responsible for programme management, strategic oversight, decision-making, contractual and procurement responsibilities, financial management, partner accountability, government accountability and overall programme reporting. The consultant will not assume these staff functions. The consultancy is therefore designed as a deliverable-based technical support assignment, with defined outputs linked to the approved WASH implementation plan and to be completed within the six-month contract period.
