Duties and Responsibilities

Background: The United Nations Economic Commission for Europe (UNECE) plays a critical role in supporting member States in developing sustainable, resilient, and interoperable transport networks. Through targeted technical assistance and capacity-building initiatives, UNECE facilitates regional cooperation, the harmonization of standards, and the adoption of digital solutions to enhance transport efficiency.

In close co-operation with Sustainable Transport Division of the United Nations Economic Commission for Europe (UNECE) and the National Coordinators from the Trans-European North-South Motorway (TEM) and the Trans-European Railway (TER) participating Governments, the consultant will perform the duties of TEM and TER Project Assistant (TEM TER PA). The TEM TER PA shall be appointed by TEM and TER Steering Committee according to the UNECE procedures and regulations. Duty station is consultant’s home country.

The TEM TER PA shall report directly to the TEM and TER Project Managers (PM) and UNECE officers assigned for TEM and TER Projects. The responsibilities of the TEM TER PA shall involve in particular:

Assist TEM and TER PM in the implementation of TEM and TER Strategic Plans and initiatives.

Assist in preparation of substantive inputs for TEM and TER Steering Committee sessions, workshops, and other meetings.

Organize logistics for TEM and TER Steering Committee sessions, workshops, and other meetings, including travel of participants.

Assist TEM and TER PM in preparation of the draft programme of work and budgets for approval by the SC and administer them when adopted.

Assist in preparation of Terms of reference (ToR) and selection criteria for consultants to render assistance in execution of specific activities in accordance with TEM and TER Programme of work.

Assist TEM and TER PM in coordination of the work of external consultants engaged under the Projects.

Distribute information to TEM and TER National Coordinators on matters that require their decisions.

Maintain continuous liaison with TEM and TER National Coordinators regarding all matters concerning the implementation of TEM and TER Project activities.

Assist TEM and TER PM in preparation of TEM and TER Project Managers’ reports on the overall activities and developments in the TEM and TER for the SC, as well as UNECE’s and other bodies’ meetings.

Oversee administrative and financial activities in the competence of TEM and TER PCO.

Assist in the administration of the TEM and TER Project budget, according to the decisions of TEM and TER Steering Committees and the provisions of the United Nations financial rules and regulations.

Administer procurement process for TEM and TER meetings, and PCO functioning.

Maintain the TEM and TER web pages, update information on a regular basis, and archive project documents. Assist TEM and TER PM in promoting TEM and TER Project activities. Additionally, a TEM TER PA shall:

Maintain communication with the TEM and TER National Coordinators, TEM and TER PM, and the UNECE regarding all matters concerning the implementation of TEM and TER activities.

Report to TEM and TER Project Managers or UNECE officers assigned for the Projects according to PM requests or at least once a month.

Attend, at the request of the TEM and TER Project Managers and UNECE, at the TEM and TER meetings.

Carry out other tasks related to the implementation of TEM and TER activities, as assigned by TEM and TER PMs, TEM and TER Steering Committee and the Director of UNECE Sustainable Transport Division.

Qualifications/special skills

A university degree (bachelor's degree or higher, or equivalent) in engineering, economics, business administration, public administration, international law, international relations, or a related field is required. A minimum of ten years of progressively responsible experience in a national administration, an international organization, or an international financial institution, in sustainable transport development, in international projects, transport planning and programme management is required. Experience working in international cooperation, road or rail infrastructure development as well as knowledge in communication and outreach activities is desirable.

Languages

Fluency in English is required. Knowledge of one or more official languages of TEM and TER participating countries is an asset.
