Project Context and Scope
The General Inspectorate of Border Police (GIBP), operating under the Ministry of Internal Affairs (MAI) of the Republic of Moldova, plays a vital role in implementing state policy on Integrated Border Management (IBM) and in preventing and combating cross-border criminality, thereby ensuring the country’s integrity and security. In light of the EU candidate status granted to to the Republic of Moldova in June 2022, GIBP is required to undertake significant reforms, aligning its operations with EU standards and best practices, as outlined in the National Action Plan 2024 – 2027 for the EU accession and the Ministry of Internal Affairs’ Roadmap for European integration activities. These reforms are comprehensive and intend to enhance core activities of integrated border management carried out by national authorities in line with EU requirements.
The GIBP is committed to develop the professional competencies for current and future border police management staff and aims to create a pool of employees trained for managerial positions at both central and regional levels. The main objective is to limit the high staff turnover among border officers and create a cadre of competent, motivated, and efficient management personnel.
The responsibilities of a Border managers are diverse, requiring specific competencies in handling stressful and conflict situations at the border, effective communication, negotiation and mediation skills, and abilities to address challenges related to risks and threats that could compromise national security based on a shared vision and identified priorities. All duties must be performed with respect for fundamental rights and in a manner that ensures the free movement of people.
In response to the request from the GIBP Department for Professional Development, a series of trainings on “Leadership and Management” will be delivered. The goal of this training is strengthening the practical management skills of the relevant personnel of the Border Police at the central, regional, and local levels. Particular topics to be reflected in the training curriculum but are not limited to:
- Modern tools in staff management;
- delegation of tasks and assigning roles in a team based on each employee's strengths;
- Managing conflictual situations and tensions within the team, de-escalation techniques;
- Negotiation and mediation techniques in relation with border communities;
- evaluation of subordinates: monitoring of their practical skills and identifying their development needs;
- techniques for identifying micro-groups and positive and negative leaders;
- daily briefing and debriefing: quick staff training techniques at the start of a shift and reviewing results at the end of the shift;
- occupational stress management: identifying signs of burnout in employees and applying initial psychological support measures during extended missions;
- motivating through non-financial techniques;
- time management, organizing shift work.
IOM builds on the already established collaboration with GIBP and CS and in response to the request of the national authorities, adopts a structured approach in providing specialized assistance Such assistance is provided from the perspective of IOM’s mandate and expertise, and in collaboration with other relevant national authorities.

Education
The Consultant should possess an advanced university degree (Master’s or equivalent) in one or more of the following fields: Border security/management, Law enforcement/management, International relations, migration, or security studies, Management, Human Resources, International Relations, Law
Experience
- Didactic experience in Management and Leadership training with law enforcement authorities;
- At least 5 years of experience in law enforcement or border management sector.
- Prior work experience with an international organization and proven experience in supporting national authorities in capacity building on aspects related to management and leadership, such as delivery of trainings, workshops and coaching;
- Excellent drafting skills for reporting and making recommendations;
- Excellent ability to collaborate with national institutions;
- Personal commitment, efficiency, flexibility, drive for results;
- Ability to work effectively and harmoniously with counterparts and colleagues from varied cultures and professional backgrounds;
- Strong understanding of the Moldova context on migration and border management is an asset;
Languages
For this position, good English and/or Romanian command is required.
