Background
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
WE RISE Together (WRT) – Advancing gender-responsive procurement in the Mekong sub-region is a four-year Mekong-Australia Partnership (MAP) project developed by UN Women. It sits under MAP’s Economic Resilience Fund (MAP-ERF) and addresses its four drivers of resilience (including macroeconomic, household, business, and government resilience). The project responds to the prioritisation of women’s economic empowerment by expanding market access for Women-owned Businesses (WOBs) and Gender Responsive Enterprises (GREs) through procurement opportunities.
In its second phase, WE RISE Together Phase 2 (WRT 2.0) - (1 March 2025 to 28 February 2029) is funded and supported by the Australian Government through the Mekong–Australia Partnership (MAP) and implemented by UN Women to advance Gender-Responsive Procurement (GRP) in the Mekong Subregion across Cambodia, the Lao People’s Democratic Republic (Lao PDR), Thailand, and Viet Nam. The project contributes to specific key envisioned outcomes in the MAP, namely Mekong Subregion partners increase leadership and economic opportunities for women and people with disabilities and other marginalized groups, and Mekong Subregion partners enable strengthened economic resilience and subregional integration.
Reporting to WRT Programme Management Consultant with dotted metric to the Thailand Country Programme Coordinator, the National Programme Analyst – Thailand (Consultant) is responsible for the national programme coordination and implementation, including monitoring and partnership building in close collaboration/consultation with the WRT programme Management Consultant to ensure programme coherent. S(he) will lead the partnership building in the framework of this project and work in close coordination with various partners and stakeholders, including government officials, multi and bilateral donors, and private sector which will guide and provide input for the performance of the programme at country level. The National Programme Analyst – Thailand (Consultant) will also inform and update his/her supervisors at country level about programme implementation and opportunities to build synergies with other relevant initiatives implemented by UN Women and key relevant stakeholders at the country level.
Description of Responsibilities /Scope of Work
- Provide substantive inputs to the design and formulation of programme/project proposals and initiatives and identify areas for support and intervention related to the programme;
- Analyze country context and identify key opportunities and partners to enhance the project plan and implementation at the country level in close collaboration with UN Women’s WE RISE Together Regional Team to ensure that the project is coherent and reflects the country’s priorities regarding women’s economic empowerment;
- Establish and oversee partnership to engage the private and public sector actors for the implementation of WE RISE Together;
- Contribute to finalization of country strategy documents, proposals, briefs, policy dialogue and other documents related to WE RISE Together;
- Develop further and implement biennial/annual workplan in line with the approved programme document in close consultation with the WE RISE Together Programme Management Consultant and the Country Programme Coordinator to ensure that it is aligned with the overall direction of Thailand’s country programme and the regional programme as well as UN Women’s strategic priorities on WEE at the country level;
- Ensure the translation of the UN Women’s and Mekong-Australia Partnership (MAP) project’s priorities into successful national/local interventions that resonate with country-level priority to promote women’s economic empowerment (WEE) particularly on market access;
- Connect the country level activities with regional level initiatives and cross-country learning.
- Review results and report on the established Performance Monitoring Framework (PMF) at the country level
- Contribute to the development of further and implement existing a detailed country-level work plan in line with the approved programme document in close consultation with the Country Programme Coordinator and WE RISE Together Programme Management Consultant to ensure it is aligned with the overall direction of the programme as well as UN Women’s strategic priorities on WEE at the country and regional level;
- Ensure the implementation of the country-level programme based on the Results-based Management (RBM) principles and in accordance with UN Women’s standard rules and regulations;
- Gather inputs and coordinate the preparation of work-plans, periodic narrative progress reports and expenditures status reports to the UN Women WE RISE Together programme and UN Women Thailand office;
- Lead the coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
- Coordinate country-level needs assessment and development of training materials and workshops to avoid duplication of efforts and ensure coherence in the overall approach within UN Women and other partners at the country level;
- Identify country-level capacity building needs and support partners through technical assistance, mentoring, training, cross partner learning and sharing; and
- Facilitate the delivery of training and capacity-building sessions to partners involved in Women's Economic Empowerment (WEE) and/or Women’s Empowerment Principles (WEPs) related activities.
- Coordinate on logistic plans, event organization, and other related administrative work.
Provide technical assistance and capacity development to project/programme partners
- Coordinate and provide technical support in the implementation of programme activities;
- Maintain relationships with national partners to support implementation and expansion of the WE RISE TOGETHER programme; and
- Identify opportunities for capacity building of partners and facilitate technical/ programming support and training to partners, as needed.
Provide technical inputs to the monitoring and reporting of the programme/project
- Monitor and report progress of implementation, including progress as well as achievement and finances using results-based management tools in close collaboration with the M&E officer at regional level;
- Conduct monitoring visit/mission and/or meeting to assess programme results, outputs and outcomes, and identify lessons learnt, challenges as well as opportunities;
- Provide substantive inputs to the preparation of donor and UN Women reports, including quarterly and annual results reporting, narrative and financial reports;
- Provide substantive inputs and reporting progress for Thailand’s country programme workplan on the results related to WRT.
- Review, coordinate and monitor the submission of implementing partner financial and narrative reports;
- Record and maintain key documents on relevant programme activities, issues, risks and risk mitigation plans;
- Coordinate to align with UN Women Thailand country programme results-based framework.
- Monitor budget implementation and make budget re-alignments/ revisions at country-level, as necessary;
- Provide substantive inputs to financial reports and to monitor spending plan, with accuracy and timely manner.
- Develop and manage partnerships with relevant UN and multilateral agencies, government and civil society partners, key private sector players, and experts at the country level to ensure timely and efficient delivery of activities;
- Support the engagement of WOBs, GREs, private sector companies, industry associations and relevant public agencies in close cooperation and coordination with the regional communications team to expand WEPs signatories and implementation of WEPs;
- Develop strategy, build partnerships and networks to support WoBs and GREs at the country level;
- Work with partners to build strategic partnerships with private companies and policy makers to identify possible areas of cooperation, especially contributions to gender-responsive procurement;
- Identify key partners to co-finance and co-organize workshops, trainings and/or activities based on methodologies and tools developed by the regional programme at country level;
- Identify resource mobilization opportunities particularly through private sector engagement to advance country-level results of the regional WE RISE Together.
- Provide substantive technical support to the National Country Programme Coordinator on inter-agency coordination related activities by drafting background reports and briefs;
- Contribute to, and if deemed necessary, participate in result groups for monitoring and reporting on United Nations Sustainable Development Cooperation Framework (UNSDCF), including providing inputs for joint workplan and report.
Provide substantive inputs to advocacy, knowledge building and communication efforts
- Provide inputs to technical knowledge products, background documents, briefs and presentations related to the Mekong-Australia (MAP) project, “WE RISE Together;
- Coordinate national advocacy campaigns, events, trainings, workshops and knowledge products;
- Develop a stakeholder engagement strategy to advance WEE by expanding market access for WoBs and GREs;
- Collect knowledge on current and emerging trends by gathering relevant information on projects, strategies, approaches and ongoing experience for lessons learned and best practices;
- Contribute to accomplish an updated database of relevant WOBs, GREs and industry association and networks at a country level;
- Contribute to the advocacy and communication strategy for the WE RISE Together with particular attention to country level work and its linkages to the multi-country platform, including key opportunities for major advocacy campaigns, events, training, workshops and knowledge products.

Education and certification

Experience
- At least 2 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building is required.
- Experience in promoting gender equality and/or social development is desirable.
- Experience in women’s economic empowerment is desirable.
- Experience coordinating and liaising with government agencies and/or donors is desirable.
- Previous experience in the development sector including the UN system is a plus.
- Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and/or database packages, experience in handling of web-based management systems is required.
- Experience in applying the Results-based Management (RBM) principles and approaches in programme planning, monitoring/reporting and implementation is desirable.
- Knowledge of working with the private sector and/or corporate social responsibility is a plus.
- Knowledge on Women’s Empowerment Principles (WEPs) or Gender-equality in private sector is an advantage.
- Experience in private sector engagement for resource mobilisation is a plus.
Language Requirements
- Fluency in both Thai and English is required
