TERMS OF REFERENCE

As part of efforts to scale-up delivery of WASH services, UNICEF is supporting the Government of Rwanda in implementation of several projects aimed at improvement of WASH services in communities, ECDs, schools and healthcare facilities.

In this context, UNICEF plans to engage a national consultant to provide technical support for planning, implementation and monitoring of these projects, in collaboration with the Ministry of Infrastructure, Ministry of Health, Ministry of Education, Rwanda Water and Sanitation Corporation, Rwanda Water Resources Board, Districts and partners.

Scope of Work

The specific tasks to be undertaken as part of this assignment by the consultant will, inter alia, include the following:

• Collaborate with government and partners to develop designs, prepare BoQs and implementation plans for WASH infrastructure projects, with due consideration to building the climate resilience.

• Develop climate risk assessment tools and guidelines on climate risk adaptation.

• Review and validate the relevant bills of quantities, and technical specifications.

• Provide technical support and guidance to government and partners on procurement of WASH-related goods and services, in collaboration with UNICEF supply team.

• Undertake field visits to monitor the WASH projects and provide timely feedback to the partners and contractors to ensure timelines, and compliance with quality and safety standards.

• Support capacity building of line government agencies and partners in design and delivery of climate resilient WASH services.

• Participate in coordination, progress review and partnership meetings related to the above referred to projects.

• Coordinate with the government agencies and partners on preparation of monthly progress updates/quarterly progress reports highlighting achievements, challenges and mitigation measures.

• Support review of payments to the contractors and partners. Also provide compliance and accountability reports aligned with Harmonized Approach to Cash Transfers (HACT) standards

Education

  • University degree in Civil Engineering, Water Engineering, Environmental Engineering or another relevant engineering discipline.

Professional registration is an asset.

Work Experience

  • •At least five years’ relevant experience in WASH sector, especially in planning, implementation and monitoring of WASH service delivery projects.

Language Requirements

  • English/Kinyarwanda

Knowledge/Expertise/Skills

  • Proven ability to work effectively in cross cultural and multi-cultural settings and teams; and
  • Previous experience with UNICEF in similar assignments is highly desirable.
