With strong background in financial and budget management, the Budget Officer serves as key focal point on budget planning, monitoring and reporting for Programme and Fundraising to ensure the office achieves our goals for children, especially those in critical needs.
- Under the direct supervision of the PMR Specialist, carries out a variety of specialized tasks in support of the preparation, monitoring and control of budgets, support to HACT management and monitoring, management of donor grants, data analysis and capacity building, quality assurance PCA budget reviews and risk management identification.
- Under the supervision of Chief PSFR, providing support financial analysis on Income and expenditure PSFR budgets, quarterly reporting and forecasting; annual RER report, RR and regional thematic remittances to NYHQ and RO, and effective use of both investment funds and PSFR cost charging, all of which need careful management and oversight. This role is responsible for ensuring that the whole PFP conducts its business according to UNICEF policies and best practice financial management, whilst also setting and following (or adapting) annual plans and budgets.
1. Budget Monitoring and Support:
- Compile and analyse budget and expenditure data to identify trends, variances, and potential funding gaps, and escalate findings to the supervisor.
- In collaboration with the Reports Officer, prepare supporting inputs and analysis to inform advice provided to the Chief of Section on fund utilization.
2. Budget management & Financial Analysis:
Assist in maintaining oversight of programme and PSFR budgets by:
- Conducting expenditure analysis,
- Tracking commitments and disbursements,
- Supporting compliance with donor conditions and agreements.
3. Quality Assurance, Audit and Compliance Support:
- Support internal and external audit processes by preparing documentation, data extracts, and budget reports as requested.
- Track audit recommendations relevant to programme and PSFR budget management and support follow up actions under supervision.
- Contribute inputs to quality assurance activities and monitoring visits as required.
4. Partnership. coordination and internal collaboration:
- Under guidance, liaise with programme sections, operations, and implementing partners on routine financial and administrative matters.
For PSFR Support Functions
1. Planning, Budgeting & Reporting Support
Support PSFR business planning processes by contributing to:
- Annual budgets.
- Rolling estimates.
- Multi-year planning figures for the Private Sector Plan (PSP).
- Assist with the preparation and consolidation of financial reports, including:
- Quarterly financial status reports (QFS).
- End of year income and expenditure reporting (RER).
- Inputs to global dashboards and monitoring tools.
2. Business & Financial Analysis
- Support the review of new PSFR proposals by compiling financial data and comparative analysis for senior review.
3. Liaison with Regional & HQ Counterparts
- Support the preparation of documentation for:
- Investment fund requests,
- Mid-year and year end reviews,
- Audit and compliance submissions.
Minimum requirements
Desirables
Language: Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
Experience in Donor Reporting and Compliance, Audit Support, Financial Advisory, ERP Systems (SAP) are considered an asset.
A valid of TOEIC score of at least 855 points: listening and Reading section is highly desirable.
Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
