TERMS OF REFERENCE
UNICEF has significantly invested in KP to support the development and rollout of technical packages for the Child Protection Case Management and Referral System (CPCRMS), including standard operating procedures, tools, training packages, and capacity building of DCPU staff and allied service providers. These investments have contributed to improved awareness and initial functionality of case management systems at provincial and district levels. At the same time, KP remains highly prone to multiple protection risks, including natural disasters, climate-related shocks, population displacement, and the impacts of insecurity and armed conflict, which further increase the risks of violence, exploitation, abuse, and neglect for children. These contextual challenges place additional pressure on already stretched child protection systems and highlight the need for a more resilient and responsive service delivery structure. Despite ongoing efforts, implementation of standardized case management and referral systems remains uneven across districts. Key gaps include limited operational capacity of DCPUs, weak inter-agency coordination, inconsistent application of SOPs, and insufficiently functional referral pathways linking social welfare, health, education, police, and justice sectors. Data management and quality assurance systems also require further strengthening to ensure effective monitoring and decision-making. In this context, there is a critical need for dedicated technical assistance to consolidate and scale up UNICEF-supported tools and systems, strengthen institutional ownership under the Child Protection Commission, and ensure that case management and referral mechanisms are fully functional, standardized, and resilient across priority districts in KP. The proposed consultancy will provide hands-on technical support, capacity building, and system strengthening to enhance a coherent, coordinated, and sustainable child protection response.
