For every child, the right to Education
The United Nations Children’s Fund (UNICEF) opened its office in Kyiv in 1997. Over the years, UNICEF has supported the Government of Ukraine in developing health, water and sanitation, education and protection programmes for children.
TERMS OF REFERENCE
According to EU guidance and recommendations, the National Contact Point should be adequately resourced to perform a set of key functions throughout the implementation process, including coordinating the work with implementing a national action plan, ensuring stakeholder involvement in this process, identifying funding sources, coordinating monitoring and reporting on progress across ministries and levels of governance, and liaising with the European Commission and counterparts in other countries.
Against this background, the overall purpose of this assignment is to establish an implementation team to ensure that the National Contact Point has the necessary resources for the effective delivery of its key functions.
Education
Work experience
• At least 5 years of experience in the following areas: public policy on child protection, social policy, and project management.
Knowledge/Expertise/Skills
• In-depth knowledge of public policy in the areas of child rights, social policy, and governance.
• Understanding of EU policies and international approaches to safeguarding children’s rights, particularly the European Child Guarantee in Ukraine.
• Demonstrated experience in the strategic management and coordination of projects/programmes, including planning, development of KPIs, monitoring of results and supervising team members.
• Demonstrated experience of interagency cooperation and coordinating work with central and local government authorities.
• Demonstrated experience of collaborating with international partners and donors.
• Skills and knowledge of drafting, analyzing, and supporting regulatory acts, as well as preparing proposals for legislative amendments.
Language Requirements
Native Ukrainian, English — Fluent level.
