TERMS OF REFERENCE

The purpose of this assignment is to support the effective dissemination and capitalization of knowledge, practices, and coordination models related to the protection of unaccompanied and separated children (UASC) in Italy, by designing and implementing creative, interactive and hybrid (online and in-person) workshops. Building on the mapping and analysis conducted by the Research Consultant (Juvenile Justice Expert), the consultant will ensure that key findings, good practices, and lessons learned are translated into structured and engaging, participatory learning experiences tailored to institutional audiences, including Prefecture staff, Juvenile Court professionals, and practitioners of the UASC reception system.

The assignment aims to enhance the understanding, uptake, and practical application of rights-based child protection pathways by using innovative methods that promote active participation, discussion, and reflection among workshop participants. The consultant will adapt interactive tools and materials to different modalities (in-person and remote), ensuring accessibility, inclusivity, and alignment with Italian legislation (Law 47/2017), national guidance tools (Vademecum), and EU frameworks, including the EU Pact on Migration and Asylum.

Overall, this activity contributes to strengthening institutional capacities, promoting interinstitutional coordination, and supporting UNICEF’s broader efforts to systematize and disseminate knowledge in order to foster coherent, efficient, and rights-based protection pathways for UASC across territories.

Education

Minimum of 5 years of relevant professional experience in one or more of the following areas:

• Designing and facilitating interactive, participatory, and hybrid workshops or trainings targeting institutional audiences;

• Developing creative and audience-tailored dissemination materials based on complex analytical or technical content;

• Working with juvenile justice, child protection, migration or asylum systems;

• Supporting knowledge capitalization, dissemination, and stakeholder engagement processes in NGOs, international organizations, or public institutions.

Proven experience in adapting learning and dissemination materials to hybrid formats (online and in-person).

Experience working with multiple institutional stakeholders, including:

• Prefecture staff,

• Juvenile Courts and legal professionals,

Familiarity with Italian legislation on UASC (Law 47/2017), national guidance (Vademecum), and EU frameworks (EU Pact on Migration and Asylum; Regulation (EU) 2024/1351) is strongly preferred.

Technical and Professional Skills

• Expertise in designing and facilitating interactive and hybrid learning experiences for adult professionals.

• Ability to translate technical, legal, or analytical content into practical, user-friendly and engaging workshop tools and materials.

• Knowledge of juvenile justice systems, child protection frameworks, and MSNA/UASC reception models.

• Strong capacity to synthesize and simplify complex information for diverse institutional audiences.

• Excellent written and verbal communication skills in Italian and English.

• Ability to prepare facilitation notes, workshop handouts, and interactive exercises aligned with learning objectives.

Interpersonal and Organizational Skills

• Ability to work collaboratively with the senior consultant and within multi-stakeholder teams.

• Strong coordination and time management skills to deliver multiple workshop materials under tight deadlines.

• Sensitivity to institutional roles, mandates, and governance dynamics.

• Ability to foster inclusive and participatory learning environments in both online and in-person settings
