TERMS OF REFERENCE
The Consultant, on behalf of the UN Resident Coordinator and UNICEF as Lead PUNO, and in coordination with the three participating UN agencies, will lead Joint Programme monitoring and evaluation activities. Under the supervision of the Gender Programme Specialist (Joint Programme Coordinator), the Consultant will provide technical support in data collection and analysis, monitoring and evaluation, reporting, communication, partnership engagement, and capacity‑building activities at national and sub‑national levels, working closely with M&E focal points and programme staff across the four agencies.
Minimum requirements
Work Experience:
Minimum of five years of progressively responsible professional experience in programme management, monitoring and evaluation (M&E), data analysis, reporting, and results-based management.
Experience working with development programmes, multi-stakeholder coordination, and field-level implementation is required.
Experience working with UN agencies, international organizations, or joint programmes is considered an asset.
Ability to work collaboratively and effectively with diverse stakeholders and multidisciplinary teams.
Proven capacity to build and maintain strong partnerships and coordination mechanisms.
Ability to innovate, adapt, and embrace change within dynamic programme environments.
Strong strategic thinking, analytical, and problem-solving skills.
Results-oriented with demonstrated ability to deliver high-quality outputs within deadlines.
Ability to manage ambiguity, complexity, and multiple priorities effectively.
Strong knowledge of monitoring and evaluation methodologies, data management, analysis, and reporting processes.
Familiarity with gender-responsive and inclusive approaches in programme monitoring and evaluation.
Experience in integrated M&E systems, endline evaluations, and multi-agency reporting processes.
Knowledge of UN systems, joint programming approaches, and donor reporting requirements is an asset.
