The purpose of this consultancy is to support qualitative research by supporting the design of tools, conducting KIIs and FGDs to support qualitative data collection, collating qualitative data and drafting analysis for operational research and assessments for SPCRM in accordance with the approved methodology and tools ensuring accurate, ethical, and timely collection of qualitative data. The consultant will support multiple pieces of operational research including 1) Facilitating learning opportunities for children with disabilities, 2) the Child poverty and vulnerability study, 3) Last mile delivery in the National MCCT programme and 4) a capacity assessment of social protection provision at the sub-national levels.
Yangon with travel to Shan (East and South), Ayerwaddy, Mandalay and other sites as needed.
Description of Assignment
Tasks 1: Inception and document Review
Deliverables 1: Conduct relevant document review. Work on fieldwork plans and schedule, guidelines for data collection, including support.
Delivery date: August 2026
Tasks 2: Support the development of fieldwork plans, tools, and guidelines
Deliverables 2:Conduct MCCT data collection in three sites (E & S Shan, Ayerwaddy). Finalize tools for KIIs, tools for FGD discussions for the disability benefit participants and service mapping methodology.
Delivery date: September 2026
Tasks 3: Collect data using the approved tools and developing fieldwork summary notes
Deliverables 3: Clean and organize data submission packages and fieldwork summary notes highlighting key observations for MCCT. Conduct data collection and service mapping for service mapping for Mandalay and (Nyaung Shwe) Southern Shan.
Delivery date: October 2026
Tasks 4: Analysis of all data collection and report writing
Deliverables 4: Assemble analysis for MCCT programme, including reviewing the children and adolescents with disabilities to learning phone survey data and integrate with other findings. Support to the development of final report (MCCT)
Delivery date: November 2026
Tasks 5: Develop and present final reports for each exercise
Deliverables 5: Develop final assessment report for connecting children with disabilities to learning and skills development. Finalize accessibility audit checklist for learning centers and service mapping with referral protocol.
Delivery date: December 2026
Education
Master’s Degree in social sciences, development studies, public health, public policy, or related fields.
Work Experience
Demonstrated experience in qualitative data collection (KIIs, FGDs). Knowledge of social protection or cash transfer programmes is preferred.
Experience in conducting service mapping within Myanmar. Strong facilitation and interviewing skills.
Familiarity with Myanmar field contexts and community engagement practices.
Fluency in Myanmar required; Knowledge of written and spoken English required.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
