Education

  • Advanced university degree (Master’s or higher) in Public Health, Public Policy, Development Studies, Social Sciences, Education, Health Systems or related discipline.

Work Experience

  • At least 15 years of professional experience.

Language Requirements

  • Fluency in English and Kiswahili.

Knowledge/Expertise/Skills

  • Competency in adolescent development programming, strategic planning, results-based management, theory of change development, monitoring and evaluation, policy analysis.
  • Demonstrated experience in national policy and programme development.
  • Experience leading multi-sectoral consultations.
  • Experience developing national strategies, programmes or frameworks.
  • Strong facilitation skills.
  • Excellent analytical and report writing skills.
  • Experience working with Government of Tanzania and UN agencies is key.

  • A detailed technical proposal (maximum 10 pages), containing:
  • Understanding of the assignment and its objectives;
  • Proposed methodology and approach for undertaking the consultancy;
  • Proposed work plan and timeline;
  • Relevant experience in facilitating multi-sectoral consultations and developing adolescent related national policies, strategies, or programmes
  • Examples of previous work, including at least two reports, policies, strategies, or programme documents developed by the consultant that demonstrate experience relevant to this assignment.

Remarks

UNICEF does not charge a processing fee at any stage of its recruitment, selection, and hiring processes (i.e., application stage, interview stage, validation stage, or appointment and training). UNICEF will not ask for applicants’ bank account information.
