TERMS OF REFERENCE
UNICEF is the fund manager for the Capacity Development Partnership Fund (CDPF), a pooled funding mechanism that supports the Ministry of Education, Youth and Sport (MoEYS) in advancing education sector priority reforms in Cambodia. UNICEF also serves as the Coordinating Agency for the Global Partnership for Education (GPE) in Cambodia, as well as the Chair of the Education Sector Working Group (ESWG) and the co-chair of the Joint Technical Working Group (JTWG) together with MoEYS. To support effective sector coordination and monitoring and evaluation (M&E) functions, UNICEF Cambodia is looking for a national consultant to undertake, among others, the following responsibilities: Sector Coordination:
• Coordinate bimonthly ESWG meetings and ensure timely follow up on agreed actions.
• Work closely with MoEYS in the preparation and follow up of JTWG meetings.
• Support MoEYS in organizing joint field missions, donor missions, and sector retreats, including the JTWG Retreat.
• Facilitate coordination of key GPE processes, including the GPE 2030 application.
• Coordinate completion of the Aid Management Information System (AMIS) requirements with the Department of Pl Planning, MoEYS.
• Provide coordination support as needed to finalize the Education Data Systems Reform Action Plan (EDSRAP) 2025-2030.
Monitoring and Evaluation (M&E) and Reporting:
• Collect, compile and validate M&E data related to CDPF supported interventions on a regular basis.
• Produce quarterly updates on the CDPF M&E frameworks, including dashboard and summary reports.
• Prepare CDPF annual reports, including updated M&E framework.
• Prepare GPE progress reports (System Capacity, System Transformation and Multiplier grants), ensuring integration of validated data and alignment of the M&E framework of each grant.
• Provide necessary support for the CDPF 2027 annual workplan development.
The consultant is expected to undertake in-country travel up to 20 days to support the organization of retreats and to manage and support data collection processes.
