Organizational Context and Scope
The recent earthquake in Venezuela has resulted in the displacement of affected populations, causing damage to homes, infrastructure, and essential services. Displaced individuals and affected communities have diverse needs, vulnerabilities, and recovery intentions. Timely and accurate data collection is essential to understand the impact of the disaster, identify priority humanitarian needs, monitor population movements, and support evidence-based decision-making for an effective and coordinated emergency response.
- Visualize and map data whilst assuring data consistency utilizing appropriate GIS/mapping tools and products. Support creation of country atlases and regularly update base maps in line with identified requirements. Assist IOM Emergency Venezuela Earthquake response operations in terms of GIS data storing and designing, mapping.
- Generate and give GIS support and manage metadata for IOM data collection and the IOM Geo Portal- internal and external content. To assist remotely IOM Emergency Venezuela Earthquake response for web GIS geoportal.
- Provide global GIS system support to emergency operations by contributing to the design, development and systematical maintenance of a relevant spatial data infrastructure to facilitate geo-processing of data collected through the integrated information management mechanism across all activities while ensuring data geo-related interoperability across all datasets.
- Prepare and generate maps and other spatial information products for strategic planning and overview of global DTM emergency response.
- Support the IOM Geo Portal construction, and implementation of GIS databases, applications, and production systems; perform basic and advanced processing tasks using ArcGIS tools for web GIS. Provide input for geographic data and administrative divisions for IOM Venezuela database for tracking population movements and displacement locations.
- Participate in meetings and conferences to assist in coordinating implementation activities with local authorities, partners, United Nation (UN) agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project.
- Perform such other relevant duties as maybe assigned.
Education
- Master’s degree in Information Systems, Geography, Cartography or a related field from an accredited academic institution with two years of relevant professional experience; or
- University degree in the above fields with four years of relevant professional experience.
Experience
- Experience in managing or working with DTM data, datasets, and databases;
- Experience in Database Information Systems development (SQL or Oracle), preferably in support of assessment and data collection system;
- Experience in complex data quality control operations/mechanisms;
- Experience in geography, cartography, GIS, ArcGIS Enterprise, ArcGIS Online , ArcGIS Pro and graphic design (Adobe Illustrator).
Skills
- Advanced proficiency of ArcGIS tools (good working knowledge of spatial analyst tool), Arc Map, ArcGIS Online is mandatory;
- Proficiency in webserver and web mapping;
In-depth knowledge of the latest technological developments in Geographic Information System; including in open-source GIS platforms such as Open;
Street Map and other open-source solutions.
Languages
External applicants are required to be proficient in English and have at least a working knowledge of one additional UN Language.
