The humanitarian and operational context in Venezuela continues to be characterized by high levels of complexity and structural fragility, with persistent challenges in access to basic services, food security, health, protection, and human mobility. These challenges disproportionately affect children, adolescents, and women, limiting community coping capacities and requiring sustained preparedness and a highly coordinated humanitarian response.

UNICEF is also supporting the humanitarian response to the recent earthquake in Venezuela, which has affected vulnerable populations and disrupted access to essential services, livelihoods, and social support systems. In line with its mandate to protect the rights and wellbeing of children and their families, UNICEF is working with government counterparts, United Nations agencies, civil society organizations, and other humanitarian partners to deliver timely and coordinated assistance.

How can you make a difference?

Under the supervision of the Representative, the Risk and Compliance Manager will be responsible for leading the strengthening of risk assurance and compliance efforts in the context of the Venezuela country office. You will be responsible for providing complementary expertise, support, and monitoring related to the management of risk, including but not limited to the development, implementation, and continuous improvement of risk management practices at a process, systems, and entity level.

Minimum requirements

Education: A completed Advanced Degree (Master or higher) in Business Administration and Financial Management. A Bachelor or equivalent (First Level University Degree) in a relevant area combined with 2 additional years of relevant work experience may be accepted in lieu of an advanced university degree.
Work Experience: At least 8 years of continuous professional work experience in Risk and Compliance or another directly relevant area, several of which in internal audit is required.
Experience in financial management, particularly developing and implementing financial control systems, ERM, audits, internal control preferably with international organizations, NGOs and UN.
Skills: knowledge of accounting and finance with strategic management are essential.
Analytical skills and statistics are required.
Language Requirements: Fluency in Spanish and English is required.

Desirables

  • Language: Knowledge of another official UN language (Arabic, Chinese, French, Russian).
  • Certifications in Operations Management, Strategic Management, Risk Management, Audit, Investigation, Internal Control, Statistics and Data Analysis or Accounting are considered as assets.
  • Anti-money laundering knowledge, sanctions compliance knowledge, fraud investigation experience are a strong asset.
  • Emergency field experience is desirable.
  • Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.

This position has been assessed as an elevated risk role for Child Safeguarding purposes as it is either a role with direct contact with children, a role that works directly with identifiable children’s data, a safeguarding response role, or an assessed risk role. Additional vetting and assessment for elevated risk roles in child safeguarding (potentially including additional criminal background checks) apply.

Failure to comply with such requirements, where applicable and without a duly approved medical exemption from the relevant UN authority, will result in the cancellation of the selection or may lead to other administrative measures, including separation from service.
