TERMS OF REFERENCE
UNICEF Social Policy supports governments in developing effective and equitable social and economic policies and programmes to help realize the rights of all children. The Social Policy Section focuses on routinely measuring child poverty, addressing critical drivers, and reflecting explicit commitments to reduce it in policies, budget allocations, and socioeconomic and sectoral strategies. To mobilize financing for child poverty reduction, it focuses on enhancing governments’ capacities to use domestic resources efficiently, effectively, and equitably; leverage private-sector resources and work with partners at global, regional, and country-level to identify innovative and new financing options towards sustainable, child-sensitive and inclusive national fiscal responses. Another key area of work is enhancing the capacity of local governance structures to plan, budget effectively, and deliver child-sensitive social services, tailoring approaches to different contexts while enhancing structures to engage children, adolescents, caregivers, and communities to participate and shape pathways out of poverty and exclusion.
