Duties and Responsibilities

1. Support Project Implementation:

  • Ensure the implementation of compliance-focused activities and delivery of results that address the needs of project stakeholders, in alignment with UN/UNDP and EIB rules, regulations, policies and strategies.
  • Contribute to the preparation of annual, quarterly, and detailed implementation work plans to ensure the timely initiation and execution of project activities.
  • Provide technical support to establish a project cycle profile with clear compliance milestones at each phase.
  • Identify and implement cost-saving and efficiency strategies, ensuring alignment with compliance protocols.
  • Participate in relevant working group meetings and consultations, ensuring compliance priorities are integrated and communicated effectively.
  • Conduct field site visits to monitor project implementation, ensuring adherence to compliance standards and addressing potential risks.

2. Provide Technical Support in and Ensure Effective Procurement Processes within the Project Framework:

  • Ensure full compliance of procurement activities with Ukrainian legislation, UNDP/EIB rules, regulations, and ethical standards.
  • Monitor/assessfair, transparent, and competitive procurement processes under the EIB loan facility to ensure best value for money.
  • Strengthen the capacity of beneficiaries through training sessions, workshops, and information-sharing events related to compliance in procurement.
  • Collaborate with relevant counterparts and consultants to:
  • Maintain comprehensive documentation of procurement processes and prepare regular reports highlighting compliance performance, risks, and mitigation strategies.
  • Identify potential procurement risks and recommend innovations to enhance transparency, efficiency, and accountability.

3.Provide Financial Operational Support to the Project:

  • Support the preparation of accurate financial reports, including monthly disbursement reports and forecasts, in line with EIB and UNDP rules and regulations.
  • Monitor financial activities under the EIB loan facility to ensure compliance with relevant regulations and Standard Operating Procedures (SOPs).
  • Contribute to developing mechanisms to address deficiencies in financial management and improve compliance adherence.
  • Conduct regular analysis of project financial performance and delivery, identifying risks and recommending corrective actions as necessary.
  • Support transparent and accountable financial management practices across all sub-projects, providing timely operational support as needed.

4. Support Capacity Building and Facilitate Knowledge Building and Sharing:

  • Document and share best practices and lessons learned in compliance monitoring and implementation with project partners and stakeholders.
  • Contribute to knowledge networks and communities of practice related to compliance and project governance.
  • Support the establishment of knowledge platforms to disseminate compliance-related insights and innovations from the project.
  • Develop knowledge products and resources to strengthen the understanding and application of compliance measures across stakeholders and implementing partners.

Institutional Arrangement

The Compliance Analyst will work under direct supervision of the Risk Mitigation and Compliance Analyst and overall guidance of the National Project Manager.

Skills and Experience

Min. Education requirements | Advanced university degree (Master’s degree or equivalent) in Finance, Accounting, Auditing, Business Administration / Management, Public Administration, Economics, Law, Engineering or other related disciplines is required, or

A first-level university degree (Bachelor’s degree) in the areas mentioned above in combination with additional 2 years of qualifying experience will be given due consideration in lieu of Master’s degree.

Min. years of relevant work experience | Applicants with a Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience.

Applicants with a Bachelor’s degree are required to have a minimum of two (2) years of relevant professional experience at national or international level in public sector procurement management, project development, finance management, accounting, auditing, engineering or related fields.

Desired Criteria | Experience in monitoring public procurement and/or financial processes related to the implementation of civil engineering projects, and/or infrastructure, and/or urban development/renewal programmes.

Experience of working with PROZORRO.

Prior experience of working with UN Agencies, International Organizations or in projects financed by international donors in the field of procurement and finance.

Experience in quality assurance and monitoring of project activities.

Experience of working with local partners at the national and municipal level in the international development context.

Required Language(s) | Fluency in English and Ukrainian is required.
